About The Position

This is an opportunity to shape how Washington state government delivers transparent, accountable, and customer-focused regulatory services. As the Statewide Regulatory Program Administrator, you will lead initiatives that improve regulatory performance across state agencies, support executive and legislative priorities, and help modernize how regulatory information is collected, analyzed, and shared with the public. The position administers statewide regulatory improvement programs, including Executive Order 25-03 implementation, permit timeliness reporting, Regulatory Fairness Act activities, Significant Legislative Rules coordination, and related transparency initiatives. Working closely with agency leaders, policymakers, and external partners, you will develop statewide standards, analyze regulatory performance, and provide strategic recommendations that improve consistency, inform decision-making, and strengthen public confidence in Washington's regulatory processes.

Requirements

  • Professional experience in regulatory program administration, policy analysis, and data-informed program evaluation or performance analysis.
  • Experience must include work in one or more of the following areas: performance reporting, interagency coordination, permitting, licensing, rulemaking, government transparency, project management, program implementation, or regulatory process improvement.
  • Demonstrated ability to research, interpret, and apply statutes, executive orders, rules, policies, procedures, and reporting requirements.
  • Demonstrated skill developing reporting methodologies, data standards, reporting instructions, technical guidance, implementation strategies, and program recommendations.
  • Demonstrated ability to analyze complex information, identify issues, evaluate alternatives, and develop practical recommendations supported by facts and analysis.
  • Proficiency evaluating quantitative and qualitative information to identify trends, assess data quality, and improve the consistency, accuracy, and usability of statewide reporting.
  • Experience building collaborative relationships and coordinating work across agencies, partners, and stakeholder groups to achieve shared objectives and resolve implementation challenges.
  • Effective written and verbal communication skills with the ability to prepare reports, briefing materials, and recommendations and present complex information to executive leadership, agency staff, legislators, stakeholders, and the public.
  • Demonstrated success in organizing multiple priorities, managing competing deadlines, exercising sound judgment, and working independently under general direction.

Responsibilities

  • Lead the development, coordination, and implementation of statewide regulatory transparency and accountability frameworks for Executive Order 25-03 and related regulatory improvement initiatives.
  • Develop and maintain statewide reporting methodologies, definitions, data standards, instructions, templates, and implementation guidance for credential, permit timeliness, and regulatory performance reporting.
  • Research, interpret, and explain executive directives, statutes, policies, reporting requirements, and program expectations to agency staff and leadership.
  • Analyze agency implementation issues, reporting gaps, data limitations, and policy concerns to identify statewide risks and recommend corrective actions.
  • Evaluate agency data systems, reporting practices, workflow processes, data definitions, and calculation methods to determine whether reported information is complete, consistent, reasonable, and comparable.
  • Maintain program records, documentation, methodologies, technical guidance, and supporting materials.
  • Advise ORIA leadership on statewide implementation status, agency readiness, statutory barriers, operational constraints, and program risks.
  • Oversee statewide permit timeliness reporting and analysis to ensure compliance under RCW 43.42A and related statutory requirements.
  • Compile, review, validate, and analyze permit processing data submitted by agencies.
  • Develop guidance for reporting processing times, pending applications, backlogs, decision timelines, and related performance measures.
  • Evaluate agency reporting practices and identify inconsistencies, gaps, or barriers affecting statewide comparability.
  • Prepare reports, summaries, charts, dashboards, briefing materials, and recommendations regarding permit timeliness and regulatory performance.
  • Analyze trends in permit processing, workload, backlog conditions, customer impacts, and operational constraints.
  • Support development and maintenance of public-facing permit and credential information repositories.
  • Recommend improvements to reporting processes, data standards, public information, and customer experience.
  • Support ORIA’s responsibilities related to the Regulatory Fairness Act and small business regulatory assistance.
  • Coordinate with agency small business liaisons, regulatory program staff, and external partners to identify common regulatory issues affecting businesses.
  • Review and summarize agency information related to small business impacts, regulatory assistance practices, and customer service needs.
  • Support development of guidance, outreach materials, and resources that help businesses understand and navigate regulatory requirements.
  • Identify opportunities to improve agency coordination, reduce confusion, and improve the accessibility of regulatory information for small businesses.
  • Support interagency meetings, workgroups, and stakeholder engagement activities related to small business regulatory fairness.
  • Coordinate statewide collection and review of Significant Legislative Rules information submitted by agencies.
  • Review agency submissions to identify trends, inconsistencies, reporting gaps, and issues requiring follow-up.
  • Prepare reports, briefing materials, and recommendations related to rulemaking transparency, regulatory impacts, and agency compliance with reporting expectations.
  • Coordinate with agency rules coordinators, policy staff, and program managers to clarify requirements and improve reporting quality.
  • Serve as ORIA’s technical consultant to agencies on regulatory transparency, permit timeliness, credential reporting, rulemaking reporting, small business regulatory assistance, and regulatory performance improvement.
  • Research and analyze proposed legislation, executive directives, policies, and operational practices affecting ORIA’s regulatory transparency and accountability programs.
  • Facilitate interagency meetings, workshops, and workgroups to resolve program issues and improve statewide implementation.
  • Coordinate with state, local, federal, tribal, nonprofit, and private-sector partners on regulatory transparency and customer experience initiatives.
  • Develop draft policies, procedures, reports, guidance documents, and program recommendations.
