About The Position

The Statewide Permits Officer role involves handling professional and regulatory work for the Utah Department of Transportation (UDOT) Right of Way Division. You’ll manage statewide permitting programs, with a focus on Outdoor Advertising Control. In this role, you’ll independently oversee permitting operations, create solid records systems, and ensure everything stays compliant. You’ll use your project management and analytical skills to improve our processes from start to finish. As a subject matter expert, you’ll provide technical guidance to stakeholders and help with planning, modernization, and operational goals.

Requirements

  • A minimum of two (2) years of relevant experience and an associate’s degree, OR an equivalent combination of education and experience.
  • A valid driver’s license is required.

Nice To Haves

  • Experience in outdoor advertising, regulatory enforcement, or professional negotiation is a plus.
  • A solid understanding of State/federal permitting laws, regulations, and policies.
  • A strong foundation of the principles of project/program management and public administration.
  • Ability to interpret plans, specifications, and regulatory documents, alongside technical writing, report preparation, and effective business communication.

Responsibilities

  • Lead assigned areas of responsibility within the Statewide Permitting Operations Office.
  • Build, develop, implement, operate, and oversee permitting program functions and operational processes.
  • Plan, develop, coordinate, and manage one or more complex projects and/or programs.
  • Coordinate project assignments, establish priorities, and assist in resolving operational issues.
  • Continuously evaluate and improve permitting operations, procedures, and customer service delivery.
  • Align operational practices with Department vision, mission, strategic goals, and performance objectives.
  • Interpret, apply, explain, and enforce agency policies, procedures, business practices, and applicable federal and state laws and regulations.
  • Review applications, permits, plans, specifications, and supporting documentation for accuracy, completeness, conformity, and compliance.
  • Conduct field inspections and site evaluations as necessary.
  • Respond to GRAMA requests and provide records support as required.
  • Promote and achieve voluntary compliance whenever possible.
  • Oversee software database management activities and coordinate with technology support staff to troubleshoot, improve, and optimize systems.
  • Develop forms, policies, procedures, educational materials, web content, and training resources.
  • Research and implement national best practices related to permitting operations and regulatory administration.
  • Develop operational metrics, performance indicators, and statistical reporting processes.
  • Analyze program performance data and develop recommendations for operational improvements.
  • Educate stakeholders regarding program objectives, regulatory requirements, policies, and processes.
  • Build consensus and collaborate with regional offices and stakeholders to support program implementation and compliance efforts.
  • Effectively resolve conflicts, complaints, and operational issues.
  • Support broader Statewide Permitting Operations and Right of Way Division initiatives as assigned.
