About The Position

The Oregon Youth Authority (OYA) is seeking a passionate and collaborative Statewide Black/African American Services Coordinator to join the Office of Inclusion and Intercultural Relations (OIIR). This position provides statewide leadership, coordination, and culturally responsive support for Black/African American youth and families served by OYA in both close custody and community settings. The coordinator develops and implements statewide programming, resources, and culturally grounded reentry supports that promote healing, identity affirmation, leadership development, and equitable access to opportunities for youth. This role builds strong partnerships with youth, families, community organizations, advisory committees, and foreign government representatives to coordinate services and support youth in OYA care, including youth who are citizens of other nations. The position also co-chairs OYA’s Statewide Black/African American Advisory Committee and supports agency-wide diversity, equity, and inclusion initiatives. We are looking for someone with demonstrated success delivering and evaluating culturally responsive services, facilitating conversations around race and equity, and addressing systemic barriers impacting historically underserved communities. The ideal candidate is highly organized, skilled in project management and collaboration, and committed to advancing racial equity and anti-racism through policy, practice, training, and relationship-building. This position works in close custody facilities and community settings and requires strict adherence to safety, security, and supervision protocols while maintaining a strong commitment to equitable and just outcomes for youth and staff.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program OR; Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
  • Driving is an essential function of this position. A valid driver’s license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Responsibilities

  • Deep knowledge of culturally grounded youth development frameworks, including trauma‑informed care, restorative practices, and strengths‑based approaches specific to African American/Black communities.
  • Ability to analyze cultural needs and trends among African American youth in custody and adapt programming to meet evolving community and generational contexts.
  • Ability to facilitate culturally responsive individual, group, and family support services, including healing‑centered engagement, cultural mentorship, and community‑based interventions.
  • Skilled in designing and delivering curriculum that integrates cultural identity, leadership development, and pro‑social skill building.
  • Experience planning, coordinating, and evaluating multicultural and African American cultural celebrations, rites of passage, and heritage events within secure facilities.
  • Recognized content expert on the cultural, developmental, and systemic needs of African American/Black youth, capable of advising agency leadership, facility staff, and cross‑disciplinary teams.
  • Ability to advocate for culturally responsive policy and practice, ensuring that programming aligns with equity goals and best practices in juvenile justice reform.
