About The Position

This position is eligible for telework, and OSHR is currently offering a three-day in-person and two-day remote hybrid schedule. We are currently seeking an experienced Time and Leave Specialist to join the Office of State Human Resources (OSHR), as part of the Total Rewards Division. The Time and Leave Specialist is responsible for interpreting and providing consultation on State Human Resources policies and practices in accordance with applicable federal and state employment laws (FMLA, ADA, USERRA, STD/LTD, etc.). This includes working closely with Best Shared Services (Office of the State Controller) and the University System Office to ensure pay for employees is accurate, consistent, and adheres to policy. This position also monitors and tracks state and federal law changes that may impact leave. The Total Rewards Division is comprised of two sections, Salary & Leave Administration and Classification & Compensation. The Division is responsible for the administration of classification, compensation, salary, and leave administration-related policies and programs for the North Carolina state government. This includes the development, communication, administration, and training of modern strategies and efficient tools that enable agencies and universities to competitively attract, retain, and motivate talented staff.

Requirements

  • Skilled in HR laws, regulations, and policies as relates to time and leave administration.
  • Experience developing and presenting technical information to groups of HR professionals.
  • Experience in developing and providing training.
  • Extensive experience working with HRIS systems and Microsoft suite of products.
  • Must possess an advanced proficiency in Excel.
  • Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution, and 2 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.

Responsibilities

  • Monitoring time and leave activity to include conducting audits and providing support to agency/university HR to make process improvements.
  • Developing, delivering, and facilitating time and leave policy training using the train-the-trainer approach.
  • Serve as a backup for Salary Administration as needed.
  • Lead special projects as assigned.
