About The Position

The State of Connecticut, Department of Consumer Protection is seeking applications for the position of State Program Manager (Weights and Measures). The State Program Manager for Weights and Measures is responsible for the management of the State Metrology Lab as signatory for lab analyses, overseeing staff and City Sealers of Weights and Measures training, and for case management in Weights and Measures generally. The incumbent would be responsible for training current and new staff and the City Sealers of Weights and Measures on respective NIST/NCWM Handbooks, overseeing the work of the City Sealers with respect to compliance, and overseeing the Metrology Lab and the work of the State Metrologist. This position also involves establishing and maintaining policies and procedures.

Requirements

  • Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language.
  • Nine (9) years of professional experience.
  • One (1) year of the General Experience must have been in the specific area of assignment.
  • Considerable knowledge of and ability to apply management principles and practices.
  • Considerable knowledge of relevant state and federal laws, statutes and regulations.
  • Considerable knowledge of project management.
  • Considerable knowledge of principles and practices of business and public administration with emphasis on effective organization, administration and management.
  • Considerable interpersonal skills.
  • Considerable oral and written communication skills.
  • Considerable ability to analyze organizational problems and determine effective solutions.

Nice To Haves

  • Experience as an inspector in weights and measures with training in measurements including package weights, general weights, and measure.
  • Experience with case management development and training staff on case management.
  • Experience working with metrology and prepared to serve as the signatory for the meteorology lab.
  • Experience with training staff on good practices in Weights and Measures.
  • Experience interpreting law for the purpose of licensing individuals, businesses, and dealing with complaints.

Responsibilities

  • Training current and new staff and the City Sealers of Weights and Measures on the respective NIST/NCWM Handbooks, including Handbooks 130, 133, 112, 44 and 143.
  • Overseeing the work of the City Sealers with respect to compliance with the above Handbooks and weights and measures statutes and regulations.
  • Overseeing the Metrology Lab and the work of the State Metrologist, ensuring that the metrologist is properly trained with respect to metrology and weights and measures and is adhering to all applicable statutes and regulations.
  • Establishing and maintaining policies and procedures.
  • Directs staff and/or operations of an agency program and/or project or division.
  • Coordinates, plans and manages program and/or project activities.
  • Formulates goals and objectives.
  • Develops or assists in development of related policy.
  • Interprets and administers pertinent laws.
  • Provides input or evaluates staff.
  • Prepares or assists in preparation of budget.
  • Maintains contact with individuals within and outside of agency who might impact on program and/or project activities.
  • Serves on committees and/or task forces as required.
  • Speaks before professional and lay groups on subjects related to the agency mission.
  • Leads the recruitment and hiring of staff, including outreach, interview and selection.
  • Performs related duties as required.
