About The Position

The Division of Administration/Facility Planning and Control has a vacancy for a State Capital Outlay Administrator. This role is responsible for the administration of the state's capital outlay budget process, including the preparation of a preliminary state construction plan. This plan outlines state and local projects for potential funding through various sources such as state general obligation bonds, revenue bonds, state and federal cash, fees, and self-generated funds. The proposed construction budget is presented in House Bill 2 during legislative sessions and may be modified by lawmakers. The Office of Facility Planning and Control also manages state and non-state projects from planning through construction and completion, overseeing contracts. The Division of Administration serves as the state government's management and financial hub, overseeing the capital construction program, community development grants, budget development, technology services, purchasing and contracting guidance, and federal fund administration for disaster recovery.

Requirements

  • Eight years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management.
  • OR Six years of full-time work experience in any field plus five years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management.
  • OR A bachelor’s degree plus five years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management.
  • OR An advanced degree in architecture, engineering, public administration, or a business-related field plus four years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management.

Nice To Haves

  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Directs and oversees Louisiana's Capital Outlay Budget process, including budget development, legislative enactment, and execution.
  • Leads the evaluation and prioritization of statewide capital project requests.
  • Develops funding recommendations.
  • Coordinates general obligation bond financing.
  • Manages the preparation and implementation of the annual five-year Capital Outlay Program.
  • Serves as the Division of Administration's primary authority on capital outlay matters.
  • Provides policy guidance.
  • Supervises professional staff.
  • Represents the agency before the Legislature, State Bond Commission, and other governing bodies.
  • Collaborates with state agencies, local governments, and elected officials to ensure effective planning, funding, and administration of public infrastructure investments.
