About The Position

This role serves as VA’s primary liaison with external organizations responsible for developing and balloting health data standards. Key responsibilities include representing VA in standards development organizations (SDOs) like HL7, SNOMED, and LOINC, articulating VA's position, and communicating changes and their implications for VHA systems and workflows. The role also encompasses knowledge management, focusing on organizing, maintaining, and ensuring accessibility of standards-related documentation such as implementation guides, mappings, and decision records to prevent redundant efforts.

Requirements

  • Bachelor’s degree.
  • Ten years of experience in project management for standards development.
  • Demonstrated participation in one or more health data standards development organizations, including ballot, comment, or workgroup involvement.
  • Working knowledge of health data standards and terminologies, including HL7 V2, CDA, and FHIR, plus SNOMED CT, LOINC, RxNorm, and ICD.
  • Experience building and maintaining structured knowledge repositories, documentation libraries, or content governance processes.
  • Strong written and verbal communication skills, including the ability to brief technical and non-technical audiences.
  • Ability to obtain and maintain the required VA background investigation.

Nice To Haves

  • Prior VA or federal health care experience, particularly with VistA, CPRS, or the Federal EHR.
  • HL7 FHIR certification, SNOMED CT certification, or equivalent standards credentials.
  • Experience with terminology tooling and value set authoring, including NLM VSAC.
  • PMP or equivalent project management certification.
  • Experience supporting federal interoperability policy work, including TEFCA, USCDI, or ONC certification criteria.

Responsibilities

  • Represents VHA in standards development organizations and related bodies, including HL7, SNOMED International, Regenstrief/LOINC, NCPDP, X12, DICOM, IHE, and ISO/TC 215, along with federal standards forums and cross-agency workgroups.
  • Tracks ballot cycles, comment periods, workgroup calendars, and implementation guide development across multiple organizations at once.
  • Prepares and submits VA comments, ballot reconciliations, and change requests.
  • Coordinates VA participation to ensure the right clinical and technical people attend relevant meetings with a unified position, and follows through on VA's commitments.
  • Maintains working relationships with SDO staff, cochairs, and counterparts at other federal agencies.
  • Provides early notification to the program regarding standards changes that may necessitate downstream work.
  • Analyzes draft and published standards, implementation guides, and terminology releases to assess their operational impact on VHA systems and workflows.
  • Translates complex standard requirements into clear language for informatics analysts, clinical SMEs, architects, and program leadership.
  • Advises on adoption timelines, conformance expectations, discrepancies between published standards and current VHA practices, and the associated costs of alignment.
  • Supports requirements development and interoperability design decisions involving standards conformance.
  • Identifies conflicts between competing standards or between a standard and existing VA policy, and actively works towards resolution.
  • Owns the program's knowledge management strategy for standards and interoperability content.
  • Develops and maintains the repository structure, taxonomy, naming conventions, and version control for standards artifacts to ensure findability and currency.
  • Curates implementation guides, value sets, terminology mappings, decision records, position papers, meeting summaries, and lessons learned.
  • Establishes review cycles for content to ensure it is retired or refreshed, preventing it from becoming outdated.
  • Develops Standard Operating Procedures (SOPs), job aids, reference materials, and onboarding content to facilitate new team member productivity.
  • Supports communities of practice and regular knowledge-sharing sessions within the program.
  • Manages the schedule, dependencies, and deliverables related to standards participation and knowledge management activities.
  • Produces status reports, briefing materials, and executive summaries for VA leadership.
  • Facilitates working sessions and workgroup meetings, documents decisions and action items, and ensures their completion.
  • Coordinates with other OIP work streams and adjacent VA programs to maintain alignment of standards positions and reference content across the enterprise.
  • Assists government leads with documentation, meeting logistics, and follow-through on external commitments.
