Staff Technical Program Manager

About The Position

OpenLoop is hiring a senior-level individual contributor to lead high-impact, cross-functional technical programs that support company OKRs and strategic priorities. The role partners closely with Engineering, Product, and business stakeholders to turn business vision into structured, executable technical programs, run Agile delivery across engineering teams, and ensure initiatives are connected to measurable outcomes. The Staff Technical Program Manager will help scale OpenLoop’s Technical Program Management function by standardizing Agile practices, defining reporting cadences, and providing delivery metrics that improve planning and execution. The role includes presenting in stakeholder and leadership meetings, with C-level visibility and meaningful ownership.

Requirements

At least 6 years of experience in Technical Program Management or an equivalent strategic technical role.
Deep working knowledge of Agile software development, such as Scrum and the Scaled Agile Framework (SAFe).
Strong technical fluency, including the ability to understand systems architecture, APIs, integrations, and technical dependencies; engineering experience is not required.
Demonstrated ability to translate complex systems into business-friendly language.
Proven experience driving programs tied to OKRs and measurable business outcomes.
Exceptional written and verbal communication skills, including experience presenting to senior stakeholders and executives.
Experience writing program status reports and updates tailored to executive and engineering audiences.
Experience defining and using delivery metrics, such as velocity, predictability, cycle time, and health indicators, to improve team performance.
Strong prioritization and decision-making skills, with the ability to operate autonomously.
Experience aligning and influencing cross-functional stakeholders.
Hands-on experience using Jira and other project management tools to manage cross-functional delivery at scale.
Experience structuring backlogs, defining epics and milestones, and creating executive-ready reporting dashboards.

Nice To Haves

Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe certification, such as SAFe Scrum Master, SAFe Release Train Engineer, or SAFe Agilist.
Experience in healthcare, health tech, virtual care, care delivery platforms, or healthcare operations.
Experience with clinical, pharmacy, or technical integrations.
Experience working in fast-growing or globally distributed teams.

Responsibilities

Own and drive complex, cross-functional technical initiatives tied directly to company OKRs.
Translate business requirements into defined technical programs and actionable requirements for engineering teams.
Ensure business stakeholder requests align with company objectives and measurable outcomes.
Partner with Engineering and business leaders on prioritization and tradeoff decisions, negotiating scope, timelines, and impact.
Create status reports and updates for executives, engineering teams, and business partners.
Run Agile ceremonies and coordinate delivery across multiple engineering teams.
Lead cross-team planning and dependency management.
Identify risks, manage dependencies, and remove blockers.
Use metrics and retrospective findings to identify bottlenecks and improve team efficiency, velocity, and communication.
Help scale the TPM function by standardizing Agile practices, defining reporting cadences, and providing delivery metrics.
