Staff Technical Program Manager

Harvey•San Francisco, CA
•$200,000 - $275,000

About The Position

Harvey is seeking a Technical Program Manager to lead high-priority company programs across the organization and technology stack. The role partners with engineering, product, and business leaders to turn ambiguous problems into clear plans and drive execution from scoping through launch and measurable impact. The portfolio evolves with company priorities and may span AI infrastructure, developer productivity, and customer-facing products. The position requires technical depth, alignment on tradeoffs and dependencies, and coordination across teams to deliver outcomes that no single team can achieve alone. The role owns end-to-end execution of critical programs, including defining outcomes, scope, owners, milestones, and success metrics. It also establishes clear operating cadences, tracks program-specific measures, surfaces risks and systemic gaps, resolves ownership issues, sequences dependencies, communicates decisions, and follows through after launches to ensure sustained impact. The position reports to no specified role in the posting.

Requirements

  • At least 7 years of experience in technical program management.
  • Track record of delivering large, ambiguous programs across multiple teams and technical domains.
  • Strong technical judgment and ability to ramp quickly across unfamiliar areas of the stack, including infrastructure, AI systems, developer tooling, and customer-facing applications.
  • Ability to critically read system designs, ask substantive questions, and help teams reason through technical tradeoffs.
  • Demonstrated ability to lead and influence engineering stakeholders—including senior individual contributors, engineering managers, and executives—without direct authority.
  • Excellent written and verbal communication, including the ability to distill complex technical tradeoffs into clear narratives for technical and cross-functional audiences.
  • Track record of building durable mechanisms, such as review forums, metrics, and operating cadences, that outlast individual programs.
  • Comfort with ambiguity and ability to scope problems that are not yet well-defined.
  • Bachelor's degree in Computer Science, Engineering, or a related technical field.

Nice To Haves

  • Hands-on experience in software engineering, AI/ML infrastructure, developer platforms, SRE, or technical product delivery.
  • Experience with AI model capacity planning, provider integrations, model evaluation and experimentation, or reliability and failover programs.
  • Experience evaluating and scaling AI coding agents or other developer tools, or leading measurable improvements in testing, CI/CD, and release safety.
  • Experience delivering customer-facing products or major launches requiring coordination across engineering, product, design, and go-to-market teams.

Responsibilities

  • Own end-to-end execution of critical company programs, defining outcomes, scope, owners, milestones, and success metrics with engineering, product, and business leaders.
  • Lead programs across technical domains, potentially including AI infrastructure, capacity planning, model failover readiness, and model experiments.
  • Drive developer productivity programs, including evaluating and scaling AI coding agent usage, improving test coverage and reliability, and reducing CI/CD bottlenecks.
  • Measure the effect of developer productivity initiatives on engineering velocity, software quality, and release safety.
  • Drive product-facing programs, including launches of AI-powered workflows and efforts spanning multiple product teams to improve end-to-end product performance and reliability.
  • Align engineering, product, design, and go-to-market partners on launch readiness and customer outcomes.
  • Surface risks and systemic gaps early, resolve ownership gaps, sequence dependencies, and help unblock decisions with senior engineers and engineering managers.
  • Build a lightweight operating cadence that makes progress, risks, and decisions clear to teams and leadership.
  • Define and track program-specific metrics, and follow through after launch to ensure sustained impact.
  • Create alignment across functions and organizational levels, translating complex technical issues into clear decisions and escalating risks to outcomes from priorities, resources, or dependencies.
