About The Position

The Staff Services Analyst position supports the operations of the Employee Services Unit within the Operations Division of the Health and Human Services Agency (HHSA). The incumbent will provide administrative and program support for a variety of human resources, payroll, compliance, credentialing, and workforce support functions focused on ensuring employees meet position requirements, remain compliant with applicable policies and regulations, and have the resources needed to perform their duties. This position plays a key role in supporting agencywide programs and administrative processes that serve multiple HHSA divisions, including Behavioral Health, Public Health, and Child Welfare Services. The incumbent will also coordinate the HHSA Clinical Supervision Program, administer continuing education provider information, and support organizational development initiatives. The position may analyze data, evaluate processes, identify trends or compliance concerns, and provide recommendations to Employee Support and Organizational Development leadership regarding workforce programs, employee services, and regulatory requirements. In addition, the incumbent may provide functional direction, training, and guidance to support staff to help ensure the timely and accurate completion of team responsibilities. The ideal candidate will be a detail-oriented and adaptable professional with foundational analytical, organizational, and customer service skills. They may be asked to manage competing priorities, handle confidential and sensitive information with discretion, exercise sound judgment, and establish effective working relationships while working both independently and collaboratively.

Requirements

  • Staff Services Analyst I: No related experience is required.
  • Staff Services Analyst I: A Bachelor’s degree from an accredited college or university with major coursework preferably in business administration, public administration, systems analysis, accounting, or related field.
  • Staff Services Analyst II: One year of experience performing administrative management, personnel, fiscal, budgetary, staff development, or data processing analysis work, including the preparation of recommendations and reports, or one year of experience as a Staff Services Analyst I.
  • Staff Services Analyst II: Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting, or related field.
  • Responsible supervisory or higher-level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.
  • Possession of a valid California Driver's License.
  • Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County.

  • Supporting credentialing, privileging, provider enrollment, and regulatory compliance activities.
  • Coordinating leave, accommodation, and workers' compensation-related processes.
  • Supporting department timekeeping and payroll activities.
  • Preparing reports and analyses.
  • Interpreting policies and procedures.
  • Serving as a liaison with HHSA staff, County departments, contractors, and regulatory agencies.
  • Administering credentialing and compliance processes.
  • Supporting audits and regulatory reviews.
  • Maintaining workforce data and reporting.
  • Managing employee communications and service requests.
  • Coordinating with internal divisions, external partners, and regulatory agencies.
  • Coordinating the HHSA Clinical Supervision Program.
  • Administering continuing education provider information.
  • Supporting organizational development initiatives.
  • Analyzing data, evaluating processes, identifying trends or compliance concerns, and providing recommendations to Employee Support and Organizational Development leadership.
  • Providing functional direction, training, and guidance to support staff.
