About The Position

This is an internal agency opportunity, meaning only current employees of the Florida Department of Agriculture and Consumer Services will be considered. The Staff Development & Training Consultant role involves providing facilitation services, developing and guiding training programs, conducting needs assessments, offering consulting services for training and employee development, and creating training support materials. The position also handles general inquiries about agency programs and performs other related duties.

Requirements

  • A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in training, education, staff development, personnel, or an agency program area; or
  • A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional experience in training, education, staff development, personnel, or an agency program area; or
  • A master's degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience; or
  • A doctorate (8 years) from an accredited college or university and one (1) year of required experience as described above.
  • Requires possession of a valid Class E driver license.

  • Knowledge of presentation/graphic software and programs including Adobe Captive, Adobe Presenter, Adobe Dreamweaver, Adobe Premier, Adobe Illustrator and Adobe Creative Suites.
  • Intermediate to advanced skill level with each of the following software: Microsoft Office Suite programs including Word, PowerPoint, Excel, Outlook and Visio; Minitab or other statistical software.
  • Skill with preparing, editing and proofing written materials.

Responsibilities

  • Assists with facilitation services to the department and external customers consisting of focus groups, listening sessions, brainstorm meetings, assessments, information interviews, etc.
  • Establishes best management practices and advances said practices throughout the department.
  • Enables the facilitation of change initiatives driven by current and future needs.
  • Establishes and enacts measurable criteria to evaluate the effects of change initiatives.
  • Creates, facilitates, and guides training and educational opportunities for department employees. Training opportunities include, but are not limited to, in-person training, webinars, electronic communication, and include information regarding annual required training, professional development training and training as prescribed.
  • Coordinates with department subject-matter experts to maintain accuracy and status of training materials.
  • Provides support in conducting needs assessments, gap analyses, surveys, competency assessments and performance assessments.
  • Analyzes data from assessments to provide information and/or recommendations.
  • Offers consulting services to divisions and subject matter experts in the analysis, design, configuration, testing and evaluation of training and employee development to ensure training standards, objectives and deliverables are met.
  • Develops training support materials based on research and industry trends which include, but are not limited to, certificates, flyers, folders, presentations, booklets.
  • Handles necessary research in association with the creation and procurement of training materials.
  • Disseminates materials and manages subsequent communication.
  • Answers general inquiries and complaints regarding agency programs including program details, rules, policies, and procedures via written, electronic and telephone communications or refers calls to the appropriate staff, if needed.
  • Performs other related duties as assigned.
