This position is responsible for delivering effective and relevant new, basic and continuous professional training and development programs to DMV staff, License Plate Agency personnel, Law Enforcement personnel, Automobile Dealer Associations, Community Colleges, Universities and NC residents. It also consults with DMV Directorates, analyzes, plans, designs, develops, implements, instructs, evaluates, and coordinates new and existing training programs; performs Bill analysis on new Legislation; tests new and existing business programs; and revises basic and continuous professional development training materials for the Division of Motor Vehicles. Additionally, it will provide administrative support to the Staff Development Coordinator and training staff. This position is responsible for providing training support to the DMV Training and Development Section. This position is responsible for providing pertinent, consistent, and seamless training, in accordance with staff and organizational needs and objectives, in support of the DMV's mission. This position involves consultation with DMV Directorates, analyzing, planning, designing, developing, implementing, instructing, evaluating, and revising basic and continuous professional development programs. It includes monitoring Federal and North Carolina legislation, DMV policy, procedures, and processes to ensure all training material is current and accurate. The primary purpose of this position is to deliver effective and relevant new and continuous professional training and development programs to DMV Units such as, Driver Services, Vehicle Services, Customer Compliance Services, Strategy Research and Development, Business Services and License and Theft, as well as, License Plate Agency personnel, Law Enforcement personnel, Automobile Dealers, Community Colleges, Universities and NC residents. It requires a working knowledge of all General Statutes, rules, regulations, policies, program changes and procedures that affect the Division of Motor Vehicles. This position requires proven working knowledge of NC Motor Vehicle Laws (Chapter 20) directly pertaining to Vehicle Registration and Liability Insurance as well as working knowledge of DMV rules, regulations, policies, procedures and DMV programs STARS and LITES. This position will analyze, plan, design, develop, implement, instruct, evaluate, and revise multi-course programs of instruction, including lesson plans, training proposals, technical manuals as well as monitor Federal and North Carolina legislation, DMV policy, procedures, and processes to ensure all training material is current and accurate. This position requires the ability to create PowerPoint presentations, tests, and support material for instructor-led in person and virtual learning as well as online training courses. Requires the ability to coordinate logistics in implementing a program of instruction at a training site. It requires considerable knowledge of the principles and theories in instruction of adult learners and development of subject matter into course material. The ability to establish and maintain effective communication with trainees, other instructors, staff, contractors, supervisors, managers, and upper management. The ability to formulate ideas and communicate them in verbal and written forms. Experience planning work assignments and coordination with project managers. The ability to identify, document, organize tasks into a project plan and maintain records, and training rosters. Experience developing and presenting programs to large groups of adult learners. Experience reading and understanding business and technical requirements. Requires the ability to operate a personal computer, general office equipment, have extensive working knowledge of Microsoft Office programs, and the ability and knowledge to operate audio/visual equipment. Requires working knowledge of the Learning Management System (LMS) and the NCVIP Performance Plans on the NC Learning Center. Employee must have or be capable of satisfactorily completing the General Instructor course and have or obtain and maintain commission as a Notary Public. The ability to expedite work in a timely manner with a high-level of detail and accuracy, while communicating effectively and grammatically correct. The ability to sit or stand for long periods of time. The ability to move tables and chairs to provide a classroom environment. The ability to load and unload supplies/equipment weighing up to 50 lbs. The ability to travel, including but not limited to extended hours, holidays/weekends, and extended stay at training/working locations. The accumulated time of travel could equal 6 months. The applicant must have a consistent work attendance record. Job duties are not limited to the position and employees may be tasked with other duties, as necessary. Additional expectations of this position will include: Designing, developing, delivering and evaluating professional training programs for DMV staff, License Plate Agencies, law enforcement, educational institutions, and the public. It requires strong knowledge of NC Motor Vehicle Laws, DMV policies, procedures, and systems such as STARS, LITES, and SADLS, as well as the ability to update training materials based on legislativeand policy changes. The role includes creating instruction materials, coordinating training logistics, maintaining records, and supporting staff development initiatives. It also requires the ability to travel extensively. The ability to travel, including but not limited to extended hours, holidays/weekends, extended stay[PD1.1] for up to 6 months in training/working locations may be needed. The selected application will also be required to obtain certifications such as General Instructor and Notary Public within the first 365 days of employment.
