About The Position

Acuity-PT&C is a world-class project management/project services firm seeking qualified professionals to expand our existing cost estimating, cost analyst, and project controls teams supporting the U.S. Department of Energy (DOE) at Hanford, WA. The role involves developing independent government cost estimates (IGCEs), providing technical analysis, and cost/price analysis of cost proposals for DOE contract management. The project controls team offers earned value management oversight for prime contractors supporting tank farms and the 222-S Laboratory. While Hanford knowledge is not required, it is preferred. Requirements

  • Exceptional knowledge of Microsoft Excel and high-end Excel features, including functions and pivot tables.
  • Proficiency with Microsoft software, including MS Word, MS PowerPoint, and MS Outlook.
  • Excellent communication and interface skills; ability to elicit information and utilize it in the development of products and provision of support.
  • Familiarity with cost estimating software and/or experience with MII cost estimating software.
  • Able to read and digest estimate scoping documents and condense them into detailed scope descriptions upon which to build an estimate.
  • Able to evaluate proposed direct and indirect cost elements for cost reasonableness, cost realism, and possible over/understatements using all applicable acquisition regulations, contract terms and conditions and results of any technical evaluations performed.
  • Able to compile, format, analyze, and report on large datasets.
  • Able to develop data-driven solutions to complex problems.
  • Able to operate in a dynamic environment that evolves regularly based on client needs.
  • Familiarity with Primavera P6® scheduling software.
  • MUST BE A U.S. CITIZEN
  • BS/BA degree in Finance, Management, or a relevant field of study. Alternatively, an accredited high school certificate plus years of specialized financial management experience, in addition to the requisite experience.

  • Hanford knowledge and/or experience is preferred.
  • Formal training in cost estimating software may be required and will be provided as needed.
  • Project Management Professional, Certified Cost Professional, or other recognized professional certification preferred but not required.

Responsibilities

  • Developing independent government cost estimates (IGCEs).
  • Providing technical analysis and cost/price analysis of cost proposals.
  • Performing earned value management oversight on prime contractors.
  • Developing IGCEs and Technical Evaluations of capital asset projects, general plant projects, and design-build projects.
  • Performing takeoffs, applying unit rates for labor, material, subcontracts, and other direct costs.
  • Applying labor resources and developing activities within the estimate.
  • Developing and applying overheads, payroll taxes, and general requirements to project IGCEs.
  • Leading estimate development efforts of small teams and functioning as lead estimator on assigned IGCEs.
  • Interfacing directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs.
  • Reading and digesting estimate scoping documents and condensing them into detailed scope descriptions.
  • Evaluating proposed direct and indirect cost elements for cost reasonableness, cost realism, and possible over/understatements.
  • Compiling, formatting, analyzing, and reporting on large datasets.
  • Developing data-driven solutions to complex problems.
  • Operating in a dynamic environment that evolves regularly based on client needs.
  • Evaluating and monitoring project schedule for integrity, reliability, and accuracy.
  • Reviewing and analyzing a contractor’s earned value management system (EVMS) data and other cost and schedule performance information.
  • Developing charts, metrics, or other documentation to support the reporting and presentation of project performance.
  • Performing risk evaluation(s) and analysis of all aspects of individual and combined risks.
  • Supporting development and review of documentation for risk management program.
  • Tracking and reporting of monthly risk changes.
  • Data collection, calculation, and analysis of monthly Estimate at Completion (EAC) values.
