About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The Systems Support Office (SSO) was created to aid in the implementation of Improved Outcome for Children (IOC) by consolidating systems user support, to perform Connections system approvals that could not be performed by contract agency case managers and to centralize all NYS Legacy systems data entry previous performed by staff across multiple ACS divisions. Today, the SSO has five functional areas responsible for performing a multitude of tasks necessary for ACS program areas and contract agencies to deliver child welfare services to New York City Children and Families. As part of the Systems Support Office, the Communication Center Supervisor (Admin SA NM) will oversee the operations of the SSO-SMP Mailboxes, SSO Case Transfer Database, the Connections Pending Activities’ Grid and IOC Foster Care Intake. The supervisor will support the director in identifying needed modifications to the SSO-SMP. The supervisor is responsible for evaluating the quality and timeliness of SSO data entry performance and recommending necessary corrective actions.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Responsibilities

  • Manage the SSO Foster Care intake process to ensure that cases meet State and Federal compliance standards prior to system handoff to IOC providers.
  • Provide ongoing technical systems support to ACS and provider agency staff to ensure Family Service Stages and their related system counterparts are functioning correctly.
  • Assist various child welfare community stakeholders who encounter ACS families and foster children, i.e. hospitals, pharmacies, Dept. of Probation, Child Support Enforcement, etc.
  • Develop tools to review staff accountability and compliance in adherence with ACS case opening standards and procedures.
  • Provide ongoing systems consultation and support to various ACS program areas throughout preventive and foster care agency closures, and mergers and acquisitions.
  • Monitor the CNNX-Pending Activities Grid daily to ensure that child movements are processed timely so that providers are appropriately reimbursed for care days and Medicaid/Manage Care is established timely for all children entering foster care.
  • Serve as a representative on cross divisional/agency meetings related to new City, State and Federal policy changes and initiatives to ensure that the impact of new policy/system changes are vetted against SSO business processes and procedures and updated accordingly to meet new standards, i.e. Family First Prevention/Foster Care, QRTP Aftercare, Child Care Payments, IES, etc.
  • Support the director with weekly/monthly reports, i.e., Children’s Center legal updates, Quarterly OCFS Activities compliance, OCFS Case Work Contacts, Children’s Center Census, etc.
  • Support the director with special projects, as needed.
