About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, programs for youth in the community. The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The Systems Support Office (SSO) was created to aid in the implementation of Improved Outcome for Children (IOC) by consolidating systems user support, to perform Connections system approvals that could not be performed by contract agency case managers and to centralize all NYS Legacy systems data entry previous performed by staff across multiple ACS divisions. Today, the SSO has five functional areas responsible for performing a multitude of tasks necessary for ACS program areas and contract agencies to deliver child welfare services to New York City Children and Families. As part of the Division of Finance - Office of Revenue Maximization (ORM), the Systems Support Office Executive Director (ADSS M3) will have responsibility for the direction, administration and effective functioning of the units that comprise the Systems Support Office (SSO).

Requirements

  • Permanent (not provisional) in the Civil Service title of Administrative Director of Social Services.
  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or Education and/or experience equivalent to "1" above.
  • All candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level.

Nice To Haves

  • Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows: (A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or (B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or (C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

Responsibilities

  • Oversee the operations of the Centralized Data Entry staff who are responsible for system case opening child welfare service cases in Connections, Activities, WMS and BICS; the operations of the Central Team staff who are responsible for system case management of IOC cases assigned to contract agency case planners; the operations of the Candidacy Support staff responsible who are responsible for documenting protective candidacy into NY State computer systems; and the operations of the SSPS and Data Analyst staff who are responsible for identifying and troubleshooting various issues which include developing data reports, monitoring technical issues and providing business solutions as well as ensuring reconciliation of provider agency billing & payment for foster children care days.
  • Work with ORM Communications Center and Family First Data Entry Director to ensure the smooth operation of the SSO-SMP and Family First Data Entry staff who are responsible for activating and deactivating child specific FFPS eligibility, aiding in the process for ensuring federal claiming and reimbursement of title IV-E funding.
  • Advise on business process and systems policy changes that impact the operations of Connections and Legacy systems applications; matters related to service case opening, maintenance and closings; and matters related to provider agency reimbursement for care days.
  • Ensure that managers monitor, review, control, and coordinate subordinates' activities.
  • Prepare, distribute, and schedule work activities and assignments for SSO staff.
  • Review work submitted by subordinates by examining forms/records/other data, ensuring that agency, State and Federal guidelines are followed, to determine that work is completed accurately and that appropriate actions are recommended.
  • Ensure operational staffing needs by monitoring monthly department/vacancy roster, updating department organizational charts, submitting employee transaction requests and working the DFS HR liaisons, as needed.
  • Represent the Assistant Commissioner in cross-divisional meetings.
