About The Position

The Correctional Operations Management System (COMS) is a critical system for the Department of Corrections (DOC), comprising over 70 modules that manage data for over 16,000 offenders. This system is essential for daily operations across all agency business units and shares protected data with various external entities including other state agencies, law enforcement, counties, the federal government, and the public. This role supports the DOC's modernization plan to address technology obsolescence in its primary operational system, specifically focusing on the ETL technology and tools used for transferring protected data. The COMS project is planned through 2023, contingent on funding. This position will be based at 1430 Maryland Avenue, St. Paul, MN 55106 (DOC), with the possibility of remote work due to COVID-19 uncertainties. The contract duration is estimated to be between 12 to 36 months.

Requirements

  • Four (4) years' experience in ETL Development.
  • Four (4) years' experience in ETL Design.
  • Five (5) years' experience in SSIS.
  • Six (6) years' experience in Microsoft SQL Server.
  • Six (6) years' experience in T-SQL.

Nice To Haves

  • Criminal Justice experience.
  • Full Software Development Life Cycle (SDLC) experience.
  • Collaborative development team experience up to at least 4-5 team members, using TFS (Team Foundation Server).
  • Experience in modernization efforts of data exchanges (ETL Development).

Responsibilities

  • Apply advanced Extract Transform & Load (ETL) development experience and technical expertise in supporting the data exchanges of DOC data to internal and external stakeholders.
  • Provide technical leadership to team members.
  • Work independently with minimal guidance while also participating on project teams.
  • Prepare and participate in release operational readiness for ETL development deployments to the TEST and PROD environments.
  • Prepare and participate in continuous process improvement efforts.
  • Provide clear, concise and honest communication.
  • Other DOC ETL development, as requested by the Project Manager.
  • Knowledge transfer.
