About The Position

This role involves implementing the Supply Chain Assignment Schedule and Standard Work Process Procedures for Subcontract Management. The specialist will manage assigned subcontracts, monitor progress, and report on potential financial or technical issues. Key responsibilities include coordinating operational activities, managing contract changes through negotiation, ensuring subcontract execution, and directing subcontract commitments. The role also involves developing and issuing subcontracts, preparing and qualifying bidders, managing the bid process, evaluating bids commercially, and preparing recommendations for approval. Additionally, the specialist will organize and conduct meetings related to subcontracting, such as pre-bid, bid clarification, and pre-award meetings, ensuring clear understanding and agreement on contractual matters.

Requirements

  • Bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
  • Expert knowledge of subcontract terms and conditions and EPC contracting practices.
  • Proven leadership and supervisory capability.
  • Strong negotiation, judgment, and decision making skills.
  • Ability to operate as a trusted deputy and extension of the Project Subcontracts Manager.

Responsibilities

  • Implement the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
  • Manage assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Manage moderately complex contract changes by negotiating with personnel and obtaining settlement.
  • Conform and ensure subcontract execution.
  • Direct negotiation in the commitment of subcontracts.
  • Develop and issue subcontracts and services agreements as assigned.
  • Prepare bidders' lists and pre-qualify bidders.
  • Form bid request packages and issue bid request packages to approved bidders.
  • Coordinate bidders' questions and answers to those questions.
  • Receive bids and evaluate bids commercially.
  • Prepare Commercial Bid Summary and recommendations.
  • Recommend and secure approvals in accordance with established procedures.
  • Prepare subcontract documents for execution.
  • Prepare and organize assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the organization, the customer and contractor on all contractual matters.
  • Conduct meetings and prepare and issue meeting notes delineating important statements, required actions and schedules after reviewing plan and agenda with supervisor.
