About The Position

This role is responsible for participating in subcontract formation and/or administration. The specialist will lead the preparation and review of bid request packages, develop project contracts operating procedures, and perform subcontract administration including progress review, forecasting, and communication of difficulties. The position ensures subcontract compliance with project requirements and implements the Supply Chain Assignment Schedule and Standard Work Process Procedures. The role involves gathering and compiling support data for document preparation and subcontract management, assisting with tasks required by the Management Guidebook and automated systems, and monitoring subcontract performance. Additionally, the specialist will conduct investigations into subcontract problems, organize materials for meetings and presentations, prepare status reports, and work with Digital Supply Chain and other Automation Tools. The role also handles the formation and award of small value, routine subcontracts, assists with negotiations, develops and issues subcontracts and services agreements, and evaluates bids commercially. The specialist will prepare Commercial Bid Summaries and recommendations, secure approvals, prepare subcontract documents for execution, and maintain control and status reporting documents. They will also organize and prepare for various meetings such as pre-bid, bid clarification, and pre-award meetings.

Requirements

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
  • Extensive knowledge and experience in contract law, subcontract pricing, pre-award negotiation, subcontract drafting, and subcontract administration.
  • Ability to conduct market research, pre-qualify bidders and prepare bidders' lists.
  • Ability to lead negotiations, prepare award recommendations and finalize subcontract documents for execution.
  • Working knowledge of engineering/construction industry subcontracting scopes of services and work practices, applicable government and commercial regulations and practices.
  • Strong verbal and written communication skills and the ability to work collaboratively with multi-discipline groups.

Responsibilities

  • Participate in subcontract formation and/or administration.
  • Lead preparation and review of bid request packages and develop project contracts operating procedures.
  • Perform subcontract administration including decimal progress review, forecasting, and communication of difficulties.
  • Ensure subcontract compliance with project requirements.
  • Implement the Supply Chain Assignment Schedule which records the project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures.
  • Gather and compile support data for the preparation of documents and the management of subcontracts.
  • Assist Subcontract Manager or more senior Subcontract Professionals in completion of various tasks required by the Management Guidebook and automated systems.
  • Monitor areas of subcontract performance, as assigned.
  • Conduct investigations and inquiries into specific subcontracts problems, as assigned.
  • Organize materials for the preparation of meetings, presentations, and training sessions, and prepare periodic status reports.

  • Assist with negotiations in commitment of contracts and direct negotiation in small value contracts.
  • Develop and issue subcontracts and services agreements as assigned.

  • Recommend and secure approvals in accordance with established procedures.
  • Prepare subcontract documents for execution.
  • Prepare and maintain control and status reporting documents.
  • Prepare and organize assigned meetings, such as pre-bid, bid clarification and pre-award meetings, to ensure complete understanding between the organization, the customer and contractor.
