About The Position

The Senior Project Manager leads the delivery of high-impact, cross-functional technology initiatives by applying industry-standard project and portfolio management practices. This role is responsible for translating strategic objectives into executable plans and has overall responsibility for project scope, schedule, budget, risk, quality, vendor performance, and stakeholder engagement. The Senior Project Manager independently leads internal teams, vendors, and cross-departmental resources to ensure projects are delivered with measurable value, aligned with organizational goals, and integrated into enterprise IT planning and governance processes. The position requires a proactive leader who drives collaboration, establishes standards, and promotes continuous improvement across the project lifecycle and the Project Management Office (PMO). In addition to project delivery, this position is responsible for contract development and administration, vendor management and negotiations, project financial oversight, budget management, and approval of vendor invoices. The Senior Project Manager is accountable for ensuring vendor services are delivered in accordance with contractual scope, schedule, budget, and service level requirements, and for resolving contract, financial, and vendor performance issues to protect the County’s financial and operational interests. This role also provides mentoring, training, and subject matter expertise to project managers and contributes to portfolio planning, project prioritization, and PMO governance.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, Business Administration or related field
  • PMP Certification is required.
  • 8+ years in an information systems project management environment or related field.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
  • Successful completion of several training courses related to information security and compliance.

Responsibilities

  • Lead complex, high-risk, and cross-department technology projects from initiation through completion, ensuring alignment with organizational strategic goals.
  • Define project scope, goals, and deliverables in collaboration with executive leadership, senior management, and stakeholders.
  • Oversee development and management of project plans, schedules, budgets, and communication plans across multiple concurrent projects.
  • Direct project resources, timelines, risks, issues, and changes to ensure successful project delivery and organizational value.
  • Provide executive-level status reporting, project dashboards, and recommendations to leadership and governance groups.
  • Lead cross-department project teams and vendor resources to ensure coordination and accountability.
  • Perform and review cost-benefit and return-on-investment analyses to support strategic decision-making.
  • Oversee development of Requests for Proposals (RFP), Intent to Negotiates, and Requests for Information (RFI) and lead vendor selection processes in cooperation with Finance and Procurement.
  • Establish project success criteria and ensure deliverables meet business, technical, and strategic objectives.
  • Lead project closeout activities, post-project reviews, and continuous improvement efforts.
  • Mentor, train, and provide leadership to project managers and staff and promote standard project management practices across the organization.
  • Contribute to project intake, prioritization, and resource planning as part of IT portfolio management and PMO governance.
  • Lead development and negotiation of Statements of Work, Service Agreements, and project-related contract documents in coordination with the PMO Manager, Procurement, and Legal.
  • Serve as the primary point of contact for vendor contract performance, issue resolution, and contract compliance.
  • Oversee project financial management across assigned projects, including budget development, forecasting, cost tracking, and variance analysis.
  • Review and approve vendor invoices and ensure expenditures align with approved budgets and contract terms.
  • Lead resolution of vendor billing disputes, contract compliance issues, and performance concerns.
  • Oversee vendor performance and ensure compliance with contractual obligations and service level agreements.
  • Support governance and implementation of complex technology initiatives, including enterprise systems, data initiatives, automation, cybersecurity, and artificial intelligence projects.
  • Establish and implement PMO standards, processes, templates, and documentation related to project financial management, vendor management, and contract administration.
  • Provide training, mentoring, and subject matter expertise to project managers and staff on contract management, vendor negotiations, financial oversight, and project governance.
  • Provide financial and vendor management input into project portfolio planning, budgeting, and long-term vendor strategy.
