About The Position

Graham Technologies is seeking a highly experienced Sr. Program Manager to lead the execution, management, and oversight of the Defense Health Agency (DHA) Disability Evaluation System (DES) Program Support contract. The Program Manager will serve as the primary interface with Government leadership and will be responsible for overall contract performance, staffing, quality assurance, strategic execution, and successful delivery of all program objectives supporting DES, SCAADL, and associated programs.

Requirements

  • Minimum 10 years total experience in program management supporting Federal or DoD programs
  • Minimum 5 years managing large-scale healthcare, policy, or operational support contracts
  • Experience managing multi-disciplinary teams and Government stakeholders
  • Bachelor's degree in Business Administration, Healthcare Administration, Public Policy, or related field
  • Active Secret clearance or higher
  • Microsoft Office Suite, SharePoint, Teams, Project Management tools
  • Strong leadership and communication skills
  • Experience managing contract deliverables and performance metrics
  • Knowledge of DHA, DoD, or Military Health System operations
  • Ability to manage multiple priorities in a fast-paced environment

  • PMP certification preferred
  • DHA, Military Health System, VA, or healthcare analytics experience
  • Experience supporting DES, IDES, or federal healthcare programs
  • Master's degree
  • TS clearance
  • Federal acquisition and contract management processes
  • Quality Assurance Surveillance Plans (QASP) and Quality Control Plans (QCP)
  • Strategic planning and operational performance management

Responsibilities

  • Lead all contract operations and ensure successful execution of PWS requirements
  • Serve as primary point of contact for the Contracting Officer (CO) and COR
  • Oversee staffing, scheduling, deliverables, quality control, and contract compliance
  • Manage cross-functional teams supporting policy, analytics, quality assurance, administrative support, and operations research
  • Ensure timely submission of all required deliverables, reports, briefings, and staffing updates
  • Provide strategic planning and operational oversight supporting DES and SCAADL programs
  • Coordinate with DHA leadership, Military Departments, VA stakeholders, and external agencies
  • Monitor contract performance metrics and implement corrective actions when necessary
  • Support transition planning, onboarding, continuity of operations, and risk mitigation activities
  • Ensure compliance with federal regulations, DHA guidance, and quality assurance standards
