About The Position

PayPal is hiring a Senior Legal Counsel to provide legal and regulatory counsel for PayPal and Venmo consumer credit products, including buy now, pay later (BNPL) and emerging credit offerings. The role advises on product and regulatory matters from concept through launch and ongoing operations, partnering with Product, Credit Risk, Compliance, Marketing, Finance, and other enterprise teams. It also supports commercial partnerships, policy and government relations, regulatory examinations, and legal workflow improvements. The position participates in complex problem resolution and leads projects of diverse scope, with initiatives that may contribute to global process improvements.

Requirements

• Juris Doctor degree and 8 or more years of relevant experience, or an equivalent combination of education and experience.
• Strong business judgment and ability to translate complex legal issues into clear, practical advice for senior business leaders while balancing risk and opportunity.
• Excellent written and verbal communication skills.
• Ability to manage multiple high-priority projects in a fast-paced, matrixed environment.
• Collaborative, proactive, and curious approach, with high standards of integrity and discretion.

Nice To Haves

• In-house counsel experience at a fintech, bank, or lender, or law-firm experience in consumer financial services regulation, advising on consumer credit products from design through launch.
• Deep working knowledge of TILA/Regulation Z, FCRA/Regulation V, ECOA/Regulation B, UDAAP, and state-law equivalents.
• Direct experience with BNPL, installment lending, or other short-term and small-dollar credit products.
• Substantial FCRA expertise, particularly credit reporting, furnishing, or consumer report use cases.
• Familiarity with state consumer lending and licensing regimes and the evolving state BNPL and other emerging consumer credit regulatory landscapes.
• Experience with legislative or regulatory advocacy.
• Experience supporting bank partnership or program-manager models and regulatory exams and agency engagement with the CFPB, FTC, or state regulators.
• Experience with commercial partnership and technology agreements, and interest in emerging areas such as agentic commerce.

Responsibilities

• Provide clear, pragmatic, solution-oriented legal advice that enables business strategy while managing legal risk.
• Advise on high-stakes legal issues and disputes and participate in complex problem resolution.
• Ensure compliance with applicable laws and regulations and safeguard PayPal’s legal interests.
• Partner with business teams across the enterprise to deliver effective legal services; escalate complex matters to senior legal leadership when appropriate.
• Serve as product and regulatory counsel for PayPal and Venmo consumer credit products, including BNPL and other emerging credit offerings, from concept through launch and ongoing operations.
• Advise on product design, disclosures, underwriting and adverse action, servicing, collections, marketing, and customer communications under federal and state consumer credit laws.
• Support BNPL expansion through merchant integrations, platform partnerships, and agentic commerce, including reviewing sales materials and commercial and program agreements.
• Analyze enacted and proposed laws and regulations, assess effects on PayPal and Venmo products, and support comment letters, legislative advocacy, and implementation plans.
• Support regulatory exams, inquiries, and audits by federal and state regulators, and help manage outside counsel.
• Monitor and communicate legal and regulatory developments in consumer credit and fintech; develop practical guidance, templates, and training for business partners.
• Identify opportunities to use AI-enabled tools to improve legal workflows and accelerate reviews.
• Develop comprehensive legal risk management frameworks.
