About The Position

Under minimal supervision, performs financial planning, analysis, and special projects related to the corporate business plans within Laguna Woods Village; provides lead direction, training, and technical guidance to Financial Analysts and support staff; and performs related work as required. Assignments involve independent judgment and regular contact with staff from other divisions and departments, the Controller, board members, residents, vendors, and the public.

Requirements

  • Graduation from an accredited four-year college or university with major course work in finance, and progressive experience in financial analysis, budgeting, and forecasting, including experience leading projects or providing work direction to others.
  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of PC and applicable software programs, including advanced spreadsheet and financial modeling techniques.
  • Knowledge of the principles, procedures, and techniques of accounting and of financial records and transactions, including generally accepted accounting principles (GAAP).
  • Knowledge of the principles and practices of budget development, administration, and forecasting.
  • Knowledge of the principles of computer technology and systems analyses.
  • Knowledge of applicable laws, regulations, procedures and processes governing the receipt, expenditure and accountability of Corporate funds.
  • Knowledge of the principles of lead supervision and training.
  • Knowledge of modern office equipment, practices, systems and procedures.
  • Ability to compile, analyze, interpret, and present complex financial reports, studies, and forecasts.
  • Ability to read, understand, interpret and explain procedures.
  • Ability to research complex problems and prepare clear and concise written recommendations.
  • Ability to plan, assign, and review the work of others and to train staff in work methods and procedures.
  • Ability to present information effectively to management, committees, and boards.
  • Ability to exercise sound independent judgment within established guidelines.

  • Possession of a valid California driver's license.

Responsibilities

  • Leads the development and maintenance of annual and long-range organization budgets for the Golden Rain Foundation and other housing mutual corporations.
  • Prepares and submits budget instructions and calendars to all divisions, analyzes and compiles requests, participates in staff reviews, and assists in presenting budget proposals to appropriate committees and boards.
  • Monitors and assists the Controller in reporting monthly on the financial statements and prepares ad hoc cost management reports.
  • Investigates complex or unusual transactions, reconciles accounts, and initiates and recommends appropriate corrective action as needed.
  • Assists in developing, implementing, and improving systems and procedures for tracking, forecasting, and analyzing budgeted and actual expenditures.
  • Evaluates assigned issues, summarizes findings and conclusions, works cooperatively with operational departments, develops specific recommendations, and presents data and conclusions to management.
  • Performs financial planning and analysis.
  • Conducts and reviews financial studies and special analyses as assigned, including but not limited to cost management, revenue and expenditure forecasting, financial modeling, reserve studies, and account reconciliations.
  • Serves as a technical resource on financial analysis methods and applicable requirements.
  • Reviews support for expenditures from reserve funds and coordinates with the Assistant Director of Financial Services to obtain the approval of those payments by the applicable boards.
  • Oversees capital expenditure activity on a monthly basis and regularly meets with other departments to review accuracy and manage budgets.
  • Provides financial information, analyses, and variance reports to the Controller for financial reporting.
  • Provides lead direction to Financial Analysts and support staff, including assigning and reviewing work, training staff in methods and procedures, and assisting the Assistant Director of Financial Services with special projects and the day-to-day operations of the department.
  • Maintains historical files and records; assists in special projects or other matters as directed by the Assistant Director of Financial Services.
  • Drives a vehicle to meetings, workshops and other job-related responsibilities.
