Sr. Finance and Policy Analyst
About The Position
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled and motivated individual to serve as a Senior Finance and Policy Analyst. This position leads the Central Office Budget team and works on the agency’s cost allocation plan with Medicaid and oversees a budget of $200 million+ budget which includes all functions within the DBHDS Central Office. This position provides comprehensive, accurate, and timely analysis recommendations on budget development proposals; fiscal analysis on legislation; policy options; and other information on complex budget, program and services issues related to the development of the agency’s operating budget and oversees the analysis of the budget to foster efficiency and effectiveness in agency operations.
Requirements
- Knowledge of the principles and practices in planning and budgeting, financial management, financial policy analysis, and/or program evaluation.
- Experience conducting, planning, budgeting, evaluation, and/or research.
- Knowledge of budgeting programs and financial/automated systems.
- Ability to conduct policy, issue, and systems analyses, and develop creative recommendations.
- Ability to interpret and project fiscal and programmatic data.
- Ability to communicate effectively, orally and in writing.
- Ability to solve complex and dynamic problems and articulate highly complex financial issues to different audiences.
- Ability to negotiate and resolve conflicts, build consensus on policy and funding recommendations among individuals with different viewpoints.
- Ability to handle sensitive issues and difficult situations with tact and good judgment.
- Ability to work independently and collaboratively in a team environment.
