About The Position

Halvik is seeking a Senior Business Analyst/Scrum Master to support the Federal Highway Administration (FHWA) Office of Policy. The successful candidate will become an integral part of our IT solutions team, bridging the gap between stakeholder needs and technical execution for core agency systems, including TMAS 3.0 (Travel Monitoring Analysis System), HPMS 9.0 (Highway Performance Monitoring System), the Policy Information Data Portal (PIDP), the Integrated Transportation Information Platform (ITIP), and Fuels and FASH (F&F). This role translates strategic business goals into actionable user stories, compliant acceptance criteria, and a prioritized product backlog that bridges business vision with technical execution. Operating in a fast-paced environment, the Senior Business Analyst collaborates continuously with cross-functional dev teams-including developers, solution architects, and system administrators-to drive incremental value delivery from continuous discovery to release. They serve as an agile facilitator by managing Azure DevOps (ADO) team boards, leading Scrum ceremonies, and maintaining lean, high-value documentation that empowers sprint execution.

Requirements

  • Bachelor's degree (BS) in Computer Science, Information Systems, Engineering, Business, or other related scientific, technical, or functional discipline.
  • A minimum of 6 years of professional IT or analytical experience, demonstrating strong analytical and problem-solving capabilities and a robust baseline in requirements engineering.
  • Proven ability to provide detailed, comprehensive, testable, and traceable process components and system specifications (Epics, Features, User Stories).
  • 2+ years of hands-on experience working in an Agile/iterative software development environment, participating in sprint planning, standups, and backlog grooming, utilizing tools such as JIRA or Microsoft Azure DevOps (ADO).
  • Proven experience coordinating closely with programmers and developers to translate complex specifications into software solutions.
  • Demonstrated exceptional written and verbal communication skills, including experience drafting technical documentation and presenting complex specifications to both technical experts and business owners.

Nice To Haves

  • Prior experience supporting the Department of Transportation (DOT) or FHWA IT projects, with specific familiarity with core policy data platforms (e.g., TMAS, HPMS, PIDP, ITIP, or F&F).
  • Advanced expertise in Microsoft Azure DevOps (ADO) for configuring sprint boards, managing change requests, tracking requirements, and documenting development procedures.
  • Experience capturing complex business and operational workflows to draft formal, agency-wide Standard Operating Procedures (SOPs) or change management guidelines.
  • Familiarity with defining requirements for enterprise reporting systems and dashboards (e.g., Telerik Reporting, Power BI, SAP BusinessObjects, or Crystal Reports).
  • General familiarity with modern technical stacks (C#, .NET Core/8/9/10, Azure App Service, Azure SQL, Blazor, Syncfusion, Telerik UI) to facilitate UI design and technical discussions with development teams.
  • Experience on project teams managing complex data integration, database migrations, or historical data transfer pipelines (such as Delphi full loads).
  • Experience in utilizing Google Gemini and Notebook AI models to streamline work processes and products.

Responsibilities

  • Backlog Management & Refinement: Deconstruct high-level goals into clear user stories, epics, and acceptance criteria while keeping the ADO product backlog prioritized and sprint-ready.
  • Iterative Value Delivery: Partner daily with technical teams throughout sprint execution to clarify requirements, resolve impediments, and ensure continuous alignment with stakeholder goals.
  • Agile Facilitation: Lead core Scrum events (Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews) and leverage ADO boards to track team velocity and delivery plans.
  • Lean Documentation: Maintain agile artifacts, Definition of Done (DoD) standards, and high-value technical documentation without introducing traditional documentation overhead.
  • Develop structured, comprehensive plans for automated information systems from project inception to conclusion, defining complex system problems, analyzing information to be processed, and developing system-wide specifications.
  • Coordinate closely with application developers and programmers to ensure proper, high-quality implementation of program specifications, resolving technical queries and clarifying functional expectations during development sprints.
  • Develop alternative solutions in conjunction with functional users, and conduct reviews of existing applications to assist in making refinements, improving techniques, and optimizing database/system utilization.
  • Perform functional allocation to identify required tasks, interrelationships, and resources required for each task, supporting Agile/scrum rituals (grooming user stories, defining testable acceptance criteria, and managing backlogs).
  • Utilize advanced tools such as Microsoft Azure DevOps (ADO) for epic, feature, and user story tracking and reporting.
  • Collaborate with project teams to support process improvement initiatives, including capturing business and IT workflows and documenting them into standard operating procedures (SOPs) for change management, branch management, and CI/CD pipelines.
  • Analyze system performance bottlenecks, downtimes, and interface requirements with outside systems to formulate system-wide enhancements and modernization roadmaps.
  • Demonstrate exceptional oral and written communication skills, leading client technical huddles, translating stakeholder vision into structured requirements, and providing clear daily direction to technical team members.
