About The Position

L3Harris is seeking a Subcontracts Specialist to support its growing market presence for government and commercial customers. This role is crucial for establishing and negotiating various contract types, overseeing supplier activities, and managing contractual commitments related to cost, quality, delivery, and schedule. The specialist will play an integral part in a cross-functional team, supporting subcontract acquisition from proposal to program award and execution.

Requirements

  • Bachelor's degree in Business, Supply Chain Management, Procurement, Contract Management, or related field.
  • 3–7+ years of procurement, subcontract administration, or supply chain experience supporting U.S. Government contracts.
  • 3 years experience with FAR/DFAR, ITAR, EAR, and other related requirements.

Nice To Haves

  • Experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts.
  • Experience as a proactive negotiator who can focus on “win-win” outcomes.
  • 2-4 years’ experience in the Subcontracts Process Flow.
  • Experience generating spending plans, sales/payment forecasts, and variance reports.
  • Experience managing program budgets and explaining variances in monthly performance.
  • Experience in managing various types of small to mid-sized subcontracts, including hardware, software, complex service subcontracts, and follow-on/production subcontracts.
  • Attention to detail with strong organizational skills.
  • Experience communicating effectively with a wide array of professional levels and functions.
  • Strong and accurate communicator – both written and verbal.
  • Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee), and Intercompany orders.

Responsibilities

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award, including requirement definitions, generation of statements of works, requests for information, quotes & proposals, proposal evaluations, source selections, negotiation and definitizations, file documentation, compliance to procurement regulations, change management, invoice approvals, dispute resolutions, and subcontract closeouts.
  • Draft and negotiate contract vehicles such as Subcontracts, Letter of Subcontracts, Teaming Agreements, Long-Term Agreements, Master Service Agreements, Software License Agreements, Insurance Agreements, Intellectual Property Agreements, Non-Disclosure Agreements, and other legal matters.
  • Manage Subcontractor’s cost, schedule, and technical performance to ensure L3Harris and customer objectives are met, including on-time delivery, quality, and affordability.
  • Propose major milestones and schedule goals, and initiate corrective actions when necessary.
  • Identify supply chain & contractual risks and recommend strategies to minimize or manage them throughout the contracting lifecycle.
  • Draft, review, and interpret contracts (including statements of work, statement of objectives, forecasts, specifications, terms & conditions, price, schedule, delivery schedule, etc.) and advise on contractual rights, obligations, and risk.
  • Manage other ongoing contract and subcontract management tasks, such as drafting and reviewing contractual correspondence and preparing for/attending contract review meetings.
  • Perform cost estimating/pricing reviews and analysis in accordance with industry best practices, solicitation instructions, customer requirements, and USG regulatory requirements.
  • Conduct research into market and historical data and develop cost estimating models to evaluate price reasonableness and develop negotiation positions with subcontractors.
  • Support Small Business initiatives.
