The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking a Special Projects Program Manager who will perform advanced professional and highly visible work in support of the Department. Requirements

  • Principles and practices of project and program management.
  • Local government operations, administrative processes, and governance standards.
  • Interdepartmental coordination practices and structured review workflows.
  • Policy development, analysis, and compliance requirements.
  • Organizational change management concepts and practices.
  • Advanced communication skills, including senior level writing, executive correspondence, and public facing presentations.
  • Skill in analyzing data, preparing reports, and presenting findings to leadership.
  • Skill in planning, coordinating, and completing complex projects involving multiple stakeholders.
  • Skill in building relationships, facilitating collaborative discussions, and supporting executive decision making.
  • Strong proficiency with Microsoft 365, SharePoint, automation tools, trackers, and enterprise systems.
  • Ability to exercise independent judgment, anticipate needs, and manage sensitive or high visibility issues.
  • Ability to collect, analyze, and interpret data to support operational and strategic planning.
  • Ability to develop, evaluate, and implement improved workflows and administrative processes.
  • Ability to manage multiple priorities, meet deadlines, and adapt to changing requirements.
  • Ability to establish and maintain effective working relationships with internal and external partners.
  • Ability to maintain confidentiality, political awareness, and discretion in handling sensitive matters.
  • Bachelor’s degree in public administration, business administration, policy, project management, or related field; six (6) years of progressively responsible project and / or program management, workflow/process improvement, policy, operational development and execution experience; or equivalent combination of education and experience.
  • Employment is contingent upon successful completion of criminal, credit, and DMV background checks.
  • A valid driver’s license is required.
  • Must be available to occasionally attend meetings outside normal business hours.

Nice To Haves

  • Experience working in a government, regulated, or structured-process environment.
  • PMP, Lean, Six Sigma, or equivalent project/process improvement certification.
  • Experience supporting senior executives or elected official engagement.

Responsibilities

  • Serves as DTCI’s centralized control point for all taskers, Board items, enterprise actions, and interdepartmental assignments.
  • Oversees intake, logging, task assignment, tracking, follow up, and compliance enforcement for all Leadership actions.
  • Coordinates / manages / reports / escalates actions and initiatives related to; – Board of Supervisors Action Reports – Board meeting follow ups – County Administration requests – Department strategic initiative assignments – Interdepartmental inquiries and taskers
  • Maintains the official “source of truth” tracking system(s) and ensures data accuracy, document control, and audit readiness.
  • Reviews outgoing documents for completeness, formatting, policy compliance, and executive readiness.
  • Manages routing, signature workflows, and final submission processes across leadership levels.
  • Helps to Develop and maintain dashboards, overdue alerts, compliance reporting, and workload analytics for Department leadership.
  • Evaluates operational processes, identifies inefficiencies, and designs improved workflows, procedures, and SOPs.
  • Facilitates process mapping workshops and ensures alignment with County policies and administrative standards.
  • Develop training materials and guidance documents to strengthen departmental performance and consistency.
  • Supports organizational change initiatives, ensuring communication, adoption, and follow through across divisions.
  • May perform other essential job functions specific to the position and department assignment.
  • Leads, plans, and executes high priority, high visibility projects and strategic initiatives for the Department.
  • Develops project charters, scope documents, schedules, milestone plans, risk assessments, and decision logs.
  • Provides senior level coordination and facilitation for initiatives involving multiple divisions, departments, or external stakeholders.
  • Regularly briefs DTCI leadership on project status, risks, and recommended actions.
  • Conducts research, analysis, and environmental scans to support policy development and operational decision making.
  • Develops presentations, briefing packets, workflow maps, and reports for executive level audiences.
  • Serves as a primary liaison to County Administration, BOS offices, County departments, and regional partners on DTCI actions.
  • Provides senior level advisory support in interpreting policies, aligning actions with County priorities, and preparing leadership for BOS discussions.
  • Supports Director level review processes and ensures consistency, accuracy, and compliance of all materials submitted for executive consideration.
