About The Position

This role conducts city economic development and special project initiatives at the City Manager's request. Responsibilities include researching and writing grants, completing analyses and reports on special projects, and coordinating the Capital Improvement Plan and Legislative Requests for Council presentation. The position also coordinates and prepares the Annual Report and other city publications, and serves as the City's Public Information Officer (PIO). The role involves managing the City's Communication's Plan, including social media and the website, and acting as the City's point of contact on assigned projects, managing them from conception to evaluation. Additionally, the position serves as the PIO Technical Support Unit in disaster preparedness and emergency situations, acts as the City's registered Alaska Public Offices Commission (APOC) person for state lobbying and public information campaigns, and facilitates disclosure and reporting as required by APOC. The coordinator also works with various agencies and officials for government relations and directs the Special Projects Assistant.

Requirements

  • Five years experience in economic development, special project initiatives, and grant writing or related field
  • Bachelor's degree
  • Extensive knowledge of Federal and State funding sources available for economic development
  • Extensive knowledge of grant and proposal writing techniques
  • Extensive knowledge of economic and social factors affecting the Kenai Peninsula
  • Proficiency with computers and publishing programs

Responsibilities

  • Conducts city economic development and special project initiatives at City Manager request.
  • Researches and writes grants.
  • Completes analysis, studies and reports on special projects, as assigned by City Manager.
  • Coordinates and prepares Capital Improvement Plan and Legislative Requests for presentation to Council.
  • Coordinates and prepares the Annual Report and other city publications.
  • Serves as the City's Public Information Officer (PIO).
  • Coordinate and implement the City's Communication's Plan including the Social Media Policy and website.
  • Manage social media pages on behalf of admin and other depts.
  • Assist troubleshooting.
  • COH Webmaster/Admin.
  • Researches and writes grants/capital requests for fed and state for citywide community/economic development projects.
  • Performs research, analysis, studies and prepares reports on special projects as assigned by City Manager.
  • Acts as the City's point of contact on assigned projects, coordinates projects through systematic project management approach: conception, team selection, scheduling, monitoring, completion and evaluation.
  • Coordinates and prepares City's Annual Report, and other city publications.
  • Coordinates and assists departments in preparation of the City's Capital Improvement Program (CIP) and Legislative Requests.
  • Compiles, analyzes and presents program to the Council through the City Manager.
  • Serves as City Manager's representative at city functions, committee and task force meetings as assigned.
  • Serves as the City's Public Information Officer (PIO).
  • Serves as the PIO Technical Support Unit (TSU) in all disaster preparedness drills and training, and emergency situations.
  • Serves as City's registered Alaska Public Offices Commission (APOC) person for state lobbying and ballot public information campaigns.
  • Facilitates disclosure and reporting as required by the APOC.
  • Coordinates with agencies, federal and state delegations, elected officials, and city lobbyists for government relations.
  • Facilitates disclosure and reporting as required by the Alaska Public Offices Commission.
  • Directs and Supervises Special Projects Assistant.
  • Provides back-up support to administrative personnel as assigned.
  • Performs other duties as assigned by City Manager.
