About The Position

Responsible to support all duties related to being a Special Programs Subject Matter Expert at USSTRATCOM. This role involves assessing current compartmented strategic planning efforts, conducting gap analyses of compartmented strategies, and providing operational and strategic planning expertise to the development and implementation of compartmented plans and activities for USSTRATCOM. The position requires evaluating options to achieve operational objectives, preparing various documentation for SAP/STO operations, and coordinating with various governmental and interagency organizations. Participation in working groups and operational planning teams as a Subject Matter Expert is also a key responsibility.

Requirements

  • Top Secret security clearance and must be eligible for Sensitive Compartmented Information (TS/SCI), Nuclear Command and Control (NC2) and Special Access Programs (SAP) access.
  • Must provide a completed SAP Personnel Security Pre-Screening Questionnaire to determine if they are eligible and able to obtain the necessary accesses to work in the facility.
  • Must be willing to complete and pass a counterintelligence polygraph.
  • Minimum of seven (7) years’ experience or knowledge in strategic or operational level planning.
  • Proven staffing skills; practical experience and expertise with high level organizations within the DOD and other US Government agencies.
  • Demonstrate an understanding of applicable Executive Orders, Department of Defense, Chairman Joint Chiefs of Staff (CJCS), service and agency directives, regulations or instructions regarding security of facilities, communications equipment, personnel and computers.
  • An understanding of the roles and relationships of combatant commands, Joint Staff, Office of the Secretary of Defense, combat support agencies and other relevant USG departments, agencies, and organizations.
  • The ability to ensure information is technically correct, accurate, and complete, to prepare and present briefings and accurate, comprehensive reports to appropriate personnel.
  • Ability to communicate orally and in writing to senior USSTRATCOM leaders, through clear, concise, and technically accurate written materials.
  • Ability to establish effective professional working relationships with civilian, military and other contractors, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Ability to use computers, current software, i.e., Microsoft Office Suite, and printers to develop, maintain, and produce various briefings, correspondence, and personnel databases for internal/external use.

Responsibilities

  • Assesses current compartmented strategic planning efforts to determine appropriate concepts, capabilities, technologies, and non-materiel solutions have been identified and incorporated to enhance strategic operations.
  • Conduct gap analysis of compartmented strategies and plans in order to identify and recommend mitigation for any potential risks present in the core missions for USSTRATCOM, and their subordinate service component commands. Identify any risks and assess susceptibility missions to a changing strategic environment, countering enemy aggression and advancements in technologies.
  • Provide operational and strategic planning expertise to the development and implementation of compartmented plans and activities for USSTRATCOM. This support may include but is not limited to participating in activity planning, preparing packages and briefings, providing options for compartmented capabilities to enhance current operations, crisis response, and force protection.
  • Employ tactics and techniques in the evaluation of the multiple options to achieve operational objectives. Compare differing factors including potential changes in the strategic environment, emulation of adversary perspectives, operational gain and risk, potential courses of actions, analysis of alternative outcomes, flexible or responsive options and effectiveness in an overall operational approach.
  • Prepare information papers, point papers, memorandums, draft orders, briefings, CONOPs and other products in support of SAP/STO operations and planning. Develops Courses of Action and recommendations for CDR USSTRATCOM regarding SAP/STO capabilities, development, operations, and planning.
  • Coordinate with supporting/supported Combatant Commands, internal, external, and interagency organizations on SAP/STO capabilities, development, planning and operations. Conducts mission planning and operational support to SAP/STO.
  • Participate in working groups, operational planning teams as Subject Matter Experts regarding current SAP/STO development, operations, and planning.
