About The Position

Under the direction of the Assistant Manager of Cultural Affairs, or designee, the Special Events Supervisor manages and develops events and engagement programs to encourage play, build awareness, and create unique experiences for the community. Responsible for special events logistics, purchasing and rentals, staff and volunteer scheduling, event design, and coordinating services with other divisions, departments, and organizations. Assists in managing the special event permitting for the City and the development, organization, implementation, and evaluation of community events. Coordinates, initiates, and maintains effective relationships with assigned staff. City departments, outside vendors, and community/civic groups. Responsible for identifying, negotiating, and/or executing partnerships and sponsorships for major events in the division. Supervises assigned staff of the Cultural Affairs division.

  • Skill in resolving customer complaints and concerns.

  • Knowledge of applicable safety rules and regulations to protect citizens and employees.
  • Knowledge of City policies and procedures pertaining to personnel management.
  • Knowledge of problem-solving techniques for identifying problems, researching, and determining the most appropriate course of action for their resolution.
  • Knowledge of time management techniques with the ability to organize, schedule, assign, delegate, coordinate, and monitor the work to accomplish the most possible in the time available.
  • Proficiency in customer service techniques with the ability to communicate with sensitive or irate customers.
  • Proficiency in oral and written communication with ability to explain and interpret rules, answer questions when dealing with the general public and various levels within the City.
  • Ability to work effectively with minimal instruction and supervision.
  • Ability to work independently and make independent judgments.

  • Bachelor's Degree in Event Management, Recreation Studies, or related field, and minimum three (3) years full-time experience in the recreation or special events fields, or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Must have two (2) years full-time year’s full-time in a senior or team lead role or one (1) year supervisory experience.
  • Must possess current CPR, First Aid and AED certifications.
  • Must pass a pre-employment drug screen, background check and MVR check.
  • Must possess valid State of Texas Driver's License.

Responsibilities

  • Oversees the operation of the 4th Street Plaza.
  • Provides assignments, coordination of schedules and assistance to assigned staff and volunteers.
  • Trains, oversees, coordinates, schedules, and evaluates assigned staff, contractors, and volunteers.
  • Coaches and develops staff and provides opportunities for professional growth.
  • Supervises staff for each event; directs employees and prioritizes duties; monitors work.
  • Responds to and resolves customer complaints, questions and suggestions related to special events.
  • Serves as a liaison with Frisco Parks and Recreation, Arts and Cultural, and Natural Resources Advisory Boards, community organizations and volunteer associations concerning current, proposed and future utilization, development, improvement and expansion of City services and activities.
  • Develops, implements, evaluates, and oversees special events.
  • Prepares, manages, and monitors division budget.
  • Counsels, disciplines, evaluates, and directs staff.
  • Promotes special events through the media, public events, meetings, and training.
  • Plans, directs, and supervises special event functions.
  • Coordinates and develops programming and/or events for assigned operational unit; communicates with vendors, contractors, entertainers, and designated staff; ensures all services are provided.
  • Develops and administers programming/event budgets and prepares post event and financial summary evaluations; monitors assigned revenue areas for performance.
  • Completes contracts, agreements, purchase orders, and other documents as required; manages negotiations with clients and vendors specific to each event in a timely manner.
  • Coordinates sponsorship opportunities and manages deliverables on executed sponsorship agreement(s) for each event(s).
  • Reviews weekly timesheets and completes final payroll approval for the Special Event Division.
  • Conducts research to develop programming and special events and collects data to measure effectiveness and impact of special events.
  • Assists with implementing the Cultural Affairs Master Plan.
  • Travels to attend meetings, conferences and training.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
