About The Position

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Human Resources Solutions (HRS) support the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce. Under the direction of the Deputy Commissioner (DC) of the DSS Office of Labor Relations (OLR), with latitude for independent judgment and initiative, the Special Assistant will apply knowledge and experience to assist the DC and other staff in the units in the DC’s portfolio, which includes the Office of Conflict Resolution and the Office of Employee Integrity and Performance, including the OLR. The Office of Labor Relations (OLR) is recruiting for one (1) Labor Relations Analyst I to function as a Special Assistant to the Deputy Commissioner of the OLR.

Requirements

  • A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, operations research or a closely related field; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and evaluation, compensation analysis, labor economics, economic planning, or a related area; or
  • Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.
  • One year of additional professional experience as described in "2" above, after meeting the minimum requirements, to be eligible for placement in Assignment Level II.

Responsibilities

  • Interact with union management within the various locals on behalf of the Deputy Commissioner to gather information to resolve disputes.
  • Answer questions presented by the union and program management and also able to resolve issues of concern independently from the Deputy Commissioner when appropriate.
  • Review incoming inquiries from union and agency program management and assists the Deputy Commissioner in triaging work. Will answer phone calls as needed.
  • Research agency and union agency issues by reviewing contracts, past arbitration decisions and both City and HRA policies and procedures. If matter involves a dispute with labor, makes recommendation for corrective action.
  • Assist the Deputy Commissioner and other management staff, if need be, with interpretation of contractual information.
  • Obtain assistance from the NYC Office of Labor Relations on Collective Bargaining matters when deemed necessary.
  • Provide assistance and guidance to other staff members as needed.
  • Organize and prepare meeting materials for the Deputy Commissioner, include spreadsheets, briefing documents and correspondence to external stakeholders.
