About The Position

KBR is seeking a Space Doctrine Subject Matter Expert to provide on-site support to Headquarters Space Training and Readiness Command (HQ STARCOM) at Patrick SFB, FL. A strong candidate has experience drafting, staffing, and finalizing doctrine and governance products.

Requirements

  • An active Top Secret clearance with SCI eligibility is required to be considered for this position, which is something only a U.S. citizen can obtain.
  • BA/BS degree (5 years of relevant experience may substitute)
  • Demonstrated ability to write and staff doctrine-level products, including USSF, Service, or Joint doctrine publications, governance directives, or similar materials.
  • Headquarters experience in the US Space Force, US Air Force, Combatant Command, Field Command or equivalent.
  • Experience with providing strategic advice, technical guidance, analysis and recommendations.
  • Excellent written communication skills and proficiency with Microsoft Office (Word, Excel, PowerPoint).
  • Ability to multi-task and turn staff products rapidly in a dynamic environment.
  • Ability to work with both internal and external senior leaders, offices, directorates, and action officers.
  • The ability to work in a secure, confined location (i.e., SCIF).

Nice To Haves

  • Direct experience drafting or staffing USSF Service-level doctrine, including keystone or operational publications.
  • Experience coordinating inputs and adjudicating comments across USSF Field Commands and Headquarters organizations.
  • USSF training experience, such as training policy development, curriculum support, training strategy, or Headquarters-level training staff work.
  • Familiarity with continuity planning, crisis-action documentation, and formal staffing and approval processes.
  • Task Management Tool proficiency.

Responsibilities

  • Develop structure and assist in the development of USSF keystone and operational doctrine publications, doctrine notes, and doctrine publication subsets within the USSF doctrine hierarchy.
  • Serve as a Subject Matter Expert for USSF doctrine development, including processes, staffing, training, and incorporation into USSF products and processes.
  • Conduct systematic and periodic review of Service, Joint, and Allied doctrine publications; staff publications for inputs from USSF Field Commands and consolidate inputs to ensure all USSF equities are addressed.
  • Review trends, events, programs, and initiatives; assess impacts to Department of the Air Force (DAF) and USSF policy, strategy, and doctrine; and develop recommendations to mitigate or exploit those impacts.
  • Analyze operating concepts to ensure alignment with USSF policies, doctrine, and equities; analyze mission-relevant documents, articles, briefings, and other sources; and summarize key issues and recommendations.
  • Attend meetings, conferences, and technical exchanges; capture decisions and translate outcomes into clear, staff-ready products and staffing packages.
  • Manage Mission Operations Directorate-level coordination across STARCOM staff and functions, including internal and external tasking, unity of effort across command lines of effort, and routine reporting and coordination as directed.
  • Own end-to-end development and staffing of products such as: HQ / FIELDCOM governance documentation defining directorate roles, tasks, and processes; Service-level wargaming instruction development; Continuity of Operations (COOP) plans and updates, including companion Crisis Action Team (CAT) directives; Service-level doctrine updates and participation in writing teams; Task management workflows supporting staffing actions, suspense tracking, and leadership coordination.
