About The Position

Under the general supervision and direction of the Source Control Manager, supports Encina’s Environmental Protection Agency (EPA) approved pretreatment program by performing a variety of professional inspection, investigation, analytical, and reporting duties to protect human health, the collection system, Publicly Owned Treatment Work (POTW), and Waters of the United States from toxic discharges. Incumbents monitor and track federal Categorical Industrial Users (CIUs), Significant Industrial Users (SIUs), Non-significant Industrial Users (NSIUs), and Best Management Practice businesses (BMPs) for compliance with Encina’s discharge permit regulations, the Encina Pretreatment Ordinance and Enforcement Response Plan, and the Code of Federal Regulations (CFR) (40 CFR Chapter I, Subchapter N (Effluent Guidelines and Standards); (40 CFR Part 403-471). Positions in this class series are flexibly staffed and are normally filled by advancement from lower class levels once required Environmental Compliance Inspector (ECI) Certifications issued by the California Water Environment Association (CWEA) are obtained, experience requirements are met, and the employee demonstrates competence in the performance of source control inspection and permit and plan review as deemed appropriate by the Source Control Manager and the Director of Environmental Compliance. Source Control Inspector I is the professional entry-level classification in the Source Control Inspector classification series. Employees perform a range of professional inspection duties including some complex facilities and diverse assignments. Incumbents are expected to work independently with some oversight and exercise professional-level judgment and initiative. Employees at this level receive some instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Source Control Inspector II is the journey-level in the class series and requires a CWEA Environmental Compliance Inspector Grade 2 certification. Duties require greater knowledge of inspection and enforcement of more complex industrial facilities, with demonstrated proficiency to perform such duties with less direct supervision. Source Control Inspector III is the advanced, lead-level in the class series, responsible for performing the complete range of professional inspection duties including the most complex facilities and diverse assignments. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive minimal instruction or assistance as new or unusual situations arise and are fully able to perform the operating procedures and policies of the work unit. In addition to performing the most advanced duties of the class series, the employee provides work direction and assists with training of lower-level staff.

Requirements

A bachelor’s degree in physical, natural, or environmental science, engineering, or a closely related field.
One year of related professional experience is preferred (for Inspector I).
Four years of related professional experience, including one year equivalent to Source Control Inspector I (for Inspector II).
Five years of related professional experience, including 3 years equivalent to a Source Control Inspector II (for Inspector III).
CWEA Environmental Compliance Inspector, Grade 1 Certification is preferred and must be acquired within 12 months of hire or appointment (for Inspector I).
CWEA Environmental Compliance Inspector, Grade 2 (for Inspector II).
CWEA Environmental Compliance Inspector, Grade 2 required, Grade 3 is desired (for Inspector III).
Possession of a valid California Class C Driver's License and the ability to maintain insurability under Encina’s vehicle insurance program.
Applicable Federal, State, and local laws, regulatory codes and ordinances including the Clean Water Act and its implications on industrial wastewater management, National Pollutant Discharge Elimination System requirements, the Environmental Protection Agency’s Code of Federal Regulations (CFR) 40 CFR 403-471 and general pretreatment regulations.
Policies and practices of wastewater and water sampling from industrial, commercial, and institutional sources and related laboratory testing processes.
Methods, techniques, materials, equipment, and tools used in field monitoring and sampling.
Wastewater sample management techniques and documentation including chain of custody and sample identification procedures.
Collection, preparation, and preservation techniques for a variety of wastewater constituents.
Model pretreatment Technology and systems for categorical processes.
Methods and processes used in water and wastewater treatment.
Principles and practices of environmental compliance program enforcement and reporting requirements, including recordkeeping Permitting requirements for industrial wastewater pretreatment.
Safety policies, procedures and safe work practices applicable to assignment, including OSHA regulations and personal hygiene and safety practices required when working with potentially contagious, corrosive, and/or toxic materials.
A variety of manufacturing processes as sources of industrial wastewater and their effects on conventional wastewater treatment processes.
Industrial pretreatment standards from 40 CFR Parts 405-471, including EPA development documents, case law, and administrative decisions that clarify applicability of categorical standards to industrial users.
Chemistry principles that relate to industrial and commercial wastewater.
Enforcement actions, procedures for addressing violations and non-compliant sites/Industrial users and the escalation of enforcement actions.
Regulatory compliance and reporting requirements for water and wastewater contained in NPDES and other permits and regional, state and federal laws and regulations.
Thorough understanding of the CFR and Development Documents pertaining to pretreatment and categorical determination.

Review, modify, and recommend issuance of permits to industrial users for a variety of discharge permit applications.
Review and evaluate site plans, maps, waste management plans, slug control plans, spill containment plans, and other projects involving wastewater discharge.
Operate, calibrate, clean, and maintain a variety of field meters, sampling, and related equipment including pH meters, flow meters, atmosphere monitors, conductivity and other various meters, ammonia and chlorine test kits, and automatic sampling devices.
Conduct industrial and commercial facility inspections to determine compliance with environmental regulations and agency guidelines.
Use database tools and maintain accurate and detailed records of field activities, inspections, and sample data.
Investigate complaints of alleged violations of waste discharge standards and possible illicit or illegal discharges into the wastewater collection system.

Develop appropriate inspection procedures, sampling locations and methodology for a broad variety of industrial users.
Interpret and evaluate data related to the waste streams generated by manufacturing processes and their impacts on wastewater treatment.
Conduct system checks on sampling and monitoring instrumentation to verify proper functioning and accuracy.
Review and draft final enforcement documents (Warning Notice, Notice of Violation) and take other routine steps as they relate to the enforcement of rules and regulations.
Provide daily work direction and technical training to Source Control Inspectors.
Understand and explain facilities operations as they relate to federal and local permit requirements.
Work independently and safely while instructing others to do the same.

Responsibilities

Conducts routine compliance inspections of industrial and commercial facilities to determine compliance with federal, state, and local wastewater regulations; identifies federally and locally regulated industrial processes; assists with preliminary designation of industrial class and categorical classification; identifies pretreatment systems, sample locations, monitoring frequencies, and sample methods; assesses and evaluates site BMPsimplemented to manage and treat wastewater, slug discharge potential and to prevent pollution.
Reviews wastewater discharge permit applications and other submittments from industrial/commercial users; writes and reviews technical documents; maintains timelines for mandated periodic inspections, compliance milestones, permit renewals, and compliance status report review.
Contributes to the development and issuance of control mechanism permits or authorizations; interprets associated local, state, and federal regulations to recommend the proper special conditions, concentration, or mass-based limits, and establishes monitoring and reporting requirements; prepares Permit Fact Sheets; amends and revises permits as required.
Explains applicable regulations, laws and ordinances; provides information to the public and business owners via phone, verbally in person, and written correspondence regarding federal, state, and local regulations, laws, and ordinances; provides information to participating agencies and other regulatory agencies; assists and coordinates Public Education and Outreach by participating in projects and events.
Compiles, evaluates, and reviews POTW lab reports, periodic compliance reports and industrial user self-monitoring reports to determine compliance with discharge permit and regulatory requirements; enters the sample results and other data into the Source Control Program’s pretreatment data management system.
Coordinates plan checks, tenant improvements, and new business tax license review with Member Agencies.
Supports review of plumbing drawings plans and specifications for simple pretreatment systems for compliance with Encina’s standards and pretreatment requirements; works with submitting customer to address requirements.
Prepares documentation necessary to support the overall administrative functions of the Group, including writing reports, maintaining the compliance database and responding to public information requests.
Supports analysis and interpretation of data including charts, graphs, and diagrams; works with sewer maps, GIS maps, the source control database and spreadsheets, and utilizes data in the filing and management systems to access, store and retrieve information, as necessary.
Maintains field test equipment, including necessary cleaning, maintenance, calibration procedures, and equipment testing.
Conducts Field Testing/Sampling and monitoring in accordance with EPA protocol primarily using Standard Methods for the Examination of Water and Wastewater; collects, preserves, and transports samples (with a chain of custody), and evaluates data results.
Assists in investigations of illicit discharges and complaints and incidents of illegal connections/discharges to the sanitary sewer system; traces upstream to identify the source and gathers information and evidence; sets and collects samples within the collection system; evaluates results of investigative monitoring.
Participates in Encina’s public outreach programs with member agencies; communicate activities with customers and other Authority personnel.
Provides clear and detailed verbal and written explanation of wastewater regulations, laws and ordinances to the public, business owners, member agencies and other regulatory agencies via phone, verbally in person, and through written correspondence.
Independently conducts a variety of compliance inspections of more complex industrial and commercial facilities, performing the duties of the Source Control Inspector I at a more advanced level.
Recommends preliminary designation of industrial class and categorical classification; evaluates pretreatment systems, sample locations, monitoring frequencies, and sample methods.
May review federally and locally regulated industrial processes and determines compliance; may draft designation of industrial user class and categorical classification at certain facilities.
Supports the development and draft of more complex control mechanism permits or authorizations, performing the duties of the Source Control Inspector I at a more advanced level for more complex facilities.
Maintains timelines for mandated periodic inspections, compliance milestones, permit renewals, and compliance status report reviews.
Reads and interprets plumbing drawings, plans and specifications for multi-stage complex pretreatment systems compliance with Encina’s standards; evaluates the projects for compliance monitoring and equipment such as sample locations, flow meters, set points, alarms, and automatic shut-off features; works with Industrial Users to meet Encina’s requirements.
Attends pre-construction meetings with contractors and developers to ensure they understand Encina’s pretreatment installation and inspection requirements.
Supports the update and implementation of the Enforcement Response Plan and Response Guide.
Review Compliance Status Reports (CSR) and take action as necessary to attain compliance.
Recommends and drafts enforcement actions including Notices of Violation (NOV).
Conducts investigations of illicit discharges and complaints and incidents of illegal connections/discharges to the sanitary sewer system, performing the duties of the Source Control Inspector I at a more advanced level and writing reports for Member Agencies.
Creates and maintains records to ensure the Source Control Program database is current; may train staff on use of the database and develop or update Standard Operating Procedures for data entry, document generation, or other features.
Communicates with Manager about any necessary upgrades for database enhancement or improvement.
Provides technical training and oversight to Source Control Inspector I inspectors including sampling/inspection activities and other program-related functions.
Independently conducts compliance inspections of the most complex and diverse industrial and commercial facilities, performing all duties of the Source Control Inspector at the most advanced level.
Reviews federally and locally regulated industrial processes and determines compliance; drafts designation of industrial user class and categorical classification at the most complex facilities.
Develops and prepares for issuance of the most complex control mechanism permits or authorizations, performing the duties of the Inspector II at the most advanced level.
Interprets associated local, state, and federal regulations to determine the proper special conditions, concentration, or mass-based limits; prepares and reviews Permit Fact Sheets; prepares and reviews permit amendments and revisions.
Prepares, oversees, and reviews documentation necessary to support the overall administrative functions of the Group, including writing special reports, preparation of the annual pretreatment report, and responses to public information requests.
Coordinates and oversees investigations of unknown substances, illicit connections/discharges, and complaints, performing all duties of the Source Control Inspector at the highest level; gathers information, evidence, and evaluates and drafts enforcement mechanisms.
Implements the Enforcement Response Plan and Guide, and takes a leadership role in recommending updates to said Plan.
Review Compliance Status Reports (CSR) and take action as necessary to attain compliance.
Recommends, drafts, and reviews enforcement actions including Notices of Violation (NOV), tracks compliance response, escalating enforcement as required to attain compliance.
Facilitates and participates in enforcement hearings and monitors follow-up action; provides support for legal action in response to permit non-compliance.
Addresses complaints and meets with industrial and commercial dischargers to resolve waste problems; provides information to participating agencies, and other regulatory agencies; assists and coordinates the selection of Public Education and Outreach by participating in projects and events.
Provides technical and training assistance to lower-level Source Control Inspectors, including sampling/inspection activities, enforcement approaches, and other program-related duties.
May serve as lead worker providing direction to others, especially during absences of the Source Control Manager.
