Plan, direct, manage and oversee the activities and operations of an assigned division within the Solid Waste Department; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Solid Waste Director. Essential and Supplemental Functions ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Assume full management responsibility for assigned division services and activities working through the department of Solid Waste; recommend and administer policies and procedures. Manage the development and implementation of division goals, objectives, policies and priorities for each assigned service area. Establish, within departmental policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. Plan, direct and coordinate, through subordinate level staff, assigned division's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. Respond to citizen complaints, questions and inquiries; investigate and resolve solutions to complaints as necessary. Supervise and direct the development and implementation of special projects and programs including critical evaluation of objectives and writing special use reports. Select, train, motivate and evaluate assigned division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Oversee and participate in the development and administration of the assigned division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. Explain, justify and defend division programs, policies and activities; negotiate and resolve sensitive and controversial issues. Represent assigned division to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations. Provide staff assistance to the Solid Waste Director; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. When assigned to the Collections, Clean City, or Encampments Division: Assume full management responsibility for assigned division services and activities; include residential and commercial collection, weed and litter abatement; graffiti removal; median maintenance and planning; recommend and administer policies and procedures. SUPPLEMENTAL FUNCTIONS: Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste management and operations. Perform related duties and responsibilities as required.
