About The Position

A Software Asset Manager is a subject matter expert responsible for managing complex software licensing, compliance, and optimization initiatives using the ServiceNow Software Asset Management (SAM) platform (SAM Pro preferred). This role leads high-impact analysis, supports enterprise audit defense, and drives continuous improvement of SAM processes and data quality. The Senior Software Asset Manager partners with Product Managers, ITAM leadership, procurement, and engineering teams to ensure scalable, compliant, and financially optimized software asset management aligned with ServiceNow best practices and the product model. This role supports the agency’s mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This individual specializes in publisher-specific toolsets, drives license optimization through tailored workflows, and contributes to enterprise ITAM operations to ensure regulatory compliance success at CMS.

Requirements

  • Bachelor’s degree in information systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • 5+ years of experience as an Enterprise Software Asset Manager.
  • 3+ years hands-on experience with ServiceNow SAM Pro, including entitlement management, normalization, and software compliance.
  • Expert-level proficiency in ServiceNow SAM Pro capabilities.
  • Ability to manage the SAM module, including SaaS License Management.
  • Understanding of relationship between SAM, ITOM, and CMDB systems.
  • Experience with automation and integration across IT management platforms using ServiceNow Pro Plus AI Agents.
  • Hands-on experience with ServiceNow SAM Pro Plus, including entitlement imports, normalization, and content service configuration.
  • Ability to define workflows for software asset lifecycles, from acquisition to disposal.
  • Experience in process improvement and automation to reduce dependencies on manual workflows and reporting.
  • Ability to translate technical findings into actionable insights for non-technical stakeholders (e.g., Finance, Procurement).
  • Strong team collaboration and process improvement skills.
  • Advanced troubleshooting and bug resolution capabilities.
  • Familiarity with ITIL.
  • Experience with ServiceNow CMDB, Discovery, and integrations.
  • Strong understanding of software licensing models and compliance requirements.
  • Experience leading teams and managing enterprise SAM programs.
  • Requires ability to pass CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years.

Responsibilities

  • Lead end-to-end license reconciliation for complex vendors (e.g., Microsoft, Oracle, IBM, SAP, Adobe).
  • Analyze and validate Effective License Position (ELP) using ServiceNow SAM Pro, including complex metrics (core-based, user-based, subscription, SaaS).
  • Interpret licensing agreements and apply entitlements accurately within ServiceNow.
  • Identify and remediate compliance risks, including true-ups and audit exposure.
  • Act as a subject matter expert for major software publishers and their licensing models.
  • Provide strategic guidance on vendor licensing, renewals, and contract negotiations.
  • Partner with Procurement and Vendor Management to optimize licensing strategies.
  • Lead preparation and response for vendor audits, including data validation, evidence gathering, and stakeholder coordination.
  • Develop audit defense strategies and ensure ongoing audit readiness.
  • Proactively monitor compliance risks and implement mitigation plans.
  • Drive effective use of out-of-the-box ServiceNow SAM capabilities, minimizing customization.
  • Collaborate with Product Owners and developers to enhance SAM capabilities.
  • Establish and enforce data quality standards across software installations, entitlements, and contracts.
  • Partner with CMDB and Discovery teams to improve data completeness and normalization accuracy.
  • Troubleshoot data discrepancies and drive root cause resolution.
  • Identify and lead software optimization initiatives.
  • Quantify and report cost savings and avoidance.
  • Support FinOps and cloud cost optimization efforts where applicable.
  • Develop advanced dashboards and reports.
  • Deliver actionable recommendations to leadership based on data analysis.
  • Define and track KPIs aligned to SAM maturity and business value.
  • Drive maturity of SAM processes.
  • Identify automation opportunities and improve workflow efficiency.
  • Contribute to standard operating procedures, playbooks, and knowledge base development.
  • Mentor junior Software Asset Managers on licensing, tools, and best practices.
  • Act as a key escalation point for complex licensing and data issues.
  • Collaborate across ITAM, ITSM, Security, Finance, and Engineering teams to align on SAM objectives.
  • Ensure software asset data management is implemented and enforced.
  • Creating, managing, and delivering reports on license usage, compliance, and cost savings to stakeholders.
  • Provide expertise in publisher-specific licensing agreements (e.g., Adobe, Oracle, IBM).
  • Applied knowledge in publisher-specific licensing packs (Adobe, Microsoft, Oracle, IBM) for effective license optimization efforts.
  • Engage with procurement and supply chain teams to gather relevant data for CMDB and ServiceNow workflows.
  • Support risk mitigation for end-of-life software/hardware compliance and alignment with ITAM data governance protocols.
