About The Position

WSP is a global leader in engineering and professional services. In support of the business strategy, IT is undertaking a global transformation program, and this role sits within Software Asset Management (SAM), reporting into the Workplace and SAM leadership team. The Software Asset Management (SAM) Specialist is an individual contributor role responsible for the end-to-end lifecycle management, licensing compliance, governance, and cost optimisation of WSP’s commercial off-the-shelf (COTS) software portfolio. COTS is focused on three categories of non-engineering business software: Collaboration, Productivity, and Utilities. The role involves processing high volumes of software licensing requests, understanding key licensing agreements, and working closely with internal teams and external suppliers to ensure accurate processing, best pricing, and high service levels. The specialist will ensure all COTS software assets are appropriately licensed, accurately recorded, contractually compliant, and continuously optimised. This includes defining and maintaining systems for software assets, entitlements, and consumption data, and transforming this information into actionable insights through reporting, analytics, and dashboarding. As a global role, it requires collaboration with stakeholders across multiple regions to ensure consistent SAM practices worldwide. A key aspect is building strong partnerships with Vendor Management, Strategic Sourcing, and Regional Procurement teams to support contract negotiations, licence renewals, vendor audits, commercial reviews, and software investment decisions. The role provides data-driven recommendations balancing operational requirements, licensing compliance, and cost efficiency, aligning with WSP’s global technology strategy. Success requires strong stakeholder management, commercial awareness, and analytical capability.

Requirements

  • Bachelor’s degree in Information Technology or a related field.
  • Strong grasp of commercial licensing models — subscription vs perpetual, per-user vs per-device, and vendor agreements such as Adobe VIP / ETLA.
  • 5+ years in an ITIL-aligned operational role in Software Asset Management (or similar), ideally with a COTS / desktop software focus.
  • Hands-on experience of discovery, software metering, and reconciling deployments against entitlements with tools such as Snow License Manager.
  • A clear understanding of the ITIL framework and the ability to apply its principles within an IT service management environment; ITIL qualification as standard.
  • Working knowledge of application deployment and inventory in Microsoft Intune (and SCCM / Configuration Manager).
  • Solid knowledge and experience of ServiceNow.
  • Experience of working to — and exceeding — Service Level Agreements.
  • Process-orientated with a methodical, planned approach to achieving goals, strong organisational skills and attention to detail.
  • Excellent analytical and communication (verbal and written) skills, able to build effective working relationships and influence stakeholders within a global environment.
  • Comfortable with ambiguity, able to thrive on change, and an advocate for the IT organisation both internally and externally.
  • Enthusiasm and dedication to drive continual improvement and change.

Nice To Haves

  • SAM / ITAM certifications (e.g. IAITAM CSAM / CHAMP) and familiarity with ISO/IEC 19770.
  • Direct experience managing major COTS vendor estates globally.
  • Exposure to working with vendor management and procurement teams on a global scale.

Responsibilities

  • Maintain an accurate inventory and CMDB record in ServiceNow of all COTS software assets and entitlements, reconciled against SnowLM discovery / metering and Intune deployment data.
  • Continuously monitor and reconcile COTS deployments against vendor agreements to ensure license compliance and maintain a single source of truth.
  • Capture and store all purchase-related information — license entitlements, proof of purchase, license keys and activation details — throughout each asset’s lifecycle.
  • Support vendor audits and license reviews (e.g. Adobe, Microsoft), responding to inquiries and effective license position (ELP) requests.
  • Support audit, compliance and regulatory activity by providing the reporting required to meet audit and regulatory requirements.
  • Process COTS software requests through the defined SAM lifecycle in ServiceNow, ensuring timely ordering and delivery to meet service levels — especially for onboarding and business productivity.
  • Support software installation activities and coordinate deployment, reassignment and removal with the Microsoft Intune / SCCM and On-Site Support teams, supplying the information needed for timely, accurate software delivery.
  • Oversee the COTS lifecycle from request and procurement through deployment to harvest and retirement.
  • Support reclaims and re-harvest unused or under-utilised COTS licenses using the toolsets provided.
  • Collaborate with Vendor Management and Procurement teams regarding COTS software contracts, renewals and volume discounts.
  • Support the review of maintenance renewals.
  • Provide inputs to and maintain the COTS software renewals calendar.
  • Identify cost-saving opportunities by optimising licenses — including license sharing, usage optimisation and reallocation across the Collaboration, Productivity and Utilities portfolio.
  • Support demand forecasting and budgeting by analysing historical spending and usage data, providing the necessary inputs into financial and budgetary processes.
  • Provide regular reports and metrics on software usage, compliance status and vendor performance to upper management, and mature these into dashboards that deliver actionable insight.
  • Document internal policies and procedures to ensure adherence to SAM best practice, aligned to ISO/IEC 19770.
  • Respond to escalations and licensing queries from stakeholders, providing a high level of customer service.
  • Through operational metrics analysis, highlight gaps and issues, ensuring they are addressed in alignment with ITSM practices.
  • Raise process and operating-procedure improvements to ITSM Practices, and provide feedback and input as required.
  • Support transitional activities as operations are internalised, and share knowledge with the team as required.
