About The Position

AttainX is seeking a Software and Database Developer IV to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure and Risk Modeling Environment (IRME). This senior role provides software and database expertise for system assessment, requirements definition, and modernization planning. The developer evaluates existing code, integrations, data flows, and technical constraints and helps translate mission needs into feasible software capabilities.

Requirements

  • A minimum of 7+ years of experience in database administration, including database maintenance, performance optimization, backup and recovery, security, and data governance.
  • Senior-level experience independently delivering complex software and database solutions.
  • Experience with front-end, back-end, database, and hosting tools and relevant languages such as Python, JavaScript, Java, C#, or SQL.
  • Experience developing secure APIs, microservices, cloud applications, and enterprise integrations.
  • Experience with data processing, ETL, relational or other repositories, and query or application performance optimization.
  • Experience with version control, code review, automated pipelines, and unit, integration, and regression testing.
  • Knowledge of secure coding, access controls, vulnerability remediation, and controlled releases.
  • Must be a US Citizen able to obtain and maintain a DHS CISA IRME Public Trust clearance.

Nice To Haves

  • A bachelor’s degree in computer science, software engineering, information systems, or a related field is preferred; equivalent education, training, and relevant experience will be considered.
  • Federal applications, risk modeling, geospatial processing, and approved AI/ML integration experience are preferred.
  • A database administration certification relevant to the supported environment, such as Microsoft Certified: Azure Database Administrator Associate or Oracle Database Administration Certified Professional, is highly preferred.

Responsibilities

  • Inventory existing software, cloud components, databases, APIs, data flows, and integrations with the project and architecture teams.
  • Review existing application code, data processing logic, and dependencies to identify technical debt and modernization needs.
  • Investigate performance bottlenecks, defects, and security concerns; document findings, business impacts, and potential corrective approaches.
  • Participate in stakeholder interviews and working sessions to clarify functional requirements and candidate software capabilities.
  • Assess feasibility of proposed features, application refactoring, API integration, cloud changes, and reuse of existing analytical capabilities.
  • Prepare technical options, effort and resource estimates, cost-benefit inputs, and risk assessments for modernization planning.
  • Support the phased modernization roadmap, milestone decisions, task sequencing, and measurable success criteria.
  • Maintain traceability between user needs, proposed technical solutions, dependencies, and acceptance criteria with the Requirements Analyst.
  • Prepare technical documentation, demonstrations, briefing inputs, and project status information for Government review.
  • Document existing software behavior, development processes, system changes, and troubleshooting knowledge; support transition and continuous services.
  • Other related duties as assigned.
