About The Position

This position is located in the Adult Services Section. The Adult Home Specialist position carries out recruitment, monitoring, complaint investigations, corrective actions, and licensing of adult care facilities. The specialist assists facilities in achieving and maintaining compliance by insuring that at least the (prescribed) minimum standards of operation are understood and practiced by the licensed administrator and the staff of those facilities. This position promotes the health, safety, and well-being of residents of adult care facilities by providing consultative supervision to administrators. The Adult Home Specialist also participates in the investigation of protective services complaints involving specific residents within assigned facilities. Appropriate recommendations for enforcement are made through the local Department of Social Services to the NC Division of Health Services Regulation (DHSR) regarding licensing, penalties, and/or sanctions. Duties involves working with individuals with single and multiple developmental disabilities in need of short- or long-term adult care placement to obtain the essential necessities of life. Work routinely involves dealing with highly sensitive issues related to individual residents/families and the operational management of facilities as well as issues with facility owners and staff.

Requirements

  • Bachelor's degree in social work from an appropriately accredited institution; OR bachelor's degree in a human services field from an appropriately accredited institution and one year of directly related experience; OR bachelor's degree from an appropriately accredited institution and two years directly related experience; or an equivalent combination of education and experience.
  • Directly Related Experience is defined as Human Services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.
  • Knowledge of Geriatrics, the Older American Act, the Developmentally Disabled Institute, Preventive Intervention Techniques, and Protective Services.
  • Knowledge of casework and community services and service programs.
  • Good verbal and written communication skills.
  • Ability to comprehend, interpret, and apply the regulations which govern Adult Care Home (ACH) licensure.
  • Ability to effectively articulate issues related to licensure to North Carolina Division of Facility Services consultants, ACH personnel, residents and families and other community groups/organizations.
  • Ability to comprehend, interpret and apply the regulations and policy related to the Special Assistance – In Home section in the Adult Services Manual and the At-Risk Adult section of the Division of Medical Assistance Manual.
  • Valid North Carolina Driver's License.
  • Ability to operate motor vehicles for Cumberland County.
  • Must be able to pass a drug test.
  • Law enforcement background check is required.
  • Must be able to use personal vehicle for duties.
  • Ability to assist in emergency and/or disaster situations.
  • Adherence to Cumberland County Department of Social Services' strict dress code policy, including specific guidelines related to tattoos and body piercing.
