This position is located in the Children Services Section and is responsible for developing, implementing, monitoring, and supervising program compliance and standards within the Children’s Services Division of the Cumberland County Department of Social Services. The role involves monitoring the coding of social work time to ensure compliance with fiscal policies related to Child Protective Services Assessments, In-Home Services, Permanency Planning, Congregate Care, Medicaid Eligibility, and Foster Home Licensing and Adoptions. This position is part of the Management Team for the Children Services Division. The Program Administrator I will plan programs to meet the needs of a multi-problem client population, interpret data in alignment with policy, project budget impact, and assess the need for new policies and procedures. Responsibilities include developing programs consistent with statute and state policy, revising policies to meet client needs, and advocating for legislation to strengthen or develop programs. The position ensures staff make decisions that prioritize child safety while adhering to all federal, state, and local policies. It also involves initiating and participating in the development of mechanisms for management reports on program and staff effectiveness, such as practice standards, reporting systems, fiscal accountability, and quality assurance measures. The role has direct responsibility for the supervision and management of a section of the Children Services Division, including a staff of up to 8 Social Work Supervisor IIIs and support staff.
