About The Position

The Program Coordinator provides ongoing monitoring and support for the various client-focused programs offered by Railton House in accordance with the Mission, Vision and Values of the Halifax Centre of Hope and The Salvation Army. The Program Coordinator directly oversees the general operation of Railton’s Residential Program as determined by approved policies and procedures, accreditation standards of The Salvation Army, and Statement of Work requirements of Correctional Services Canada (CSC). The Program Coordinator is to champion The Mission of The Salvation Army regarding the spiritual, emotional, and physical wellbeing of guests and clients.

Requirements

  • Post-secondary degree, certificate or diploma in Social Sciences or Administration
  • First Aid/CPR Certifications or willingness to obtain
  • Non-violent crisis intervention training or willingness to obtain
  • Alternative combinations of education and experience may be considered as it relates to customer service and program development.
  • Minimum of three (3) years of prior related experience, including, experience in a specialized social services program; or financial program inclusive of supervisory experience.
  • Supervisory/management skills and the ability to lead, coach and motivate.
  • Experience dealing with office equipment and tools.
  • Knowledge of community-based resources and experience networking with government and social service agencies as well as a proven track record of working with community-based organizations in front-line and senior leadership capacities, as well as prior case management experience, would be considered as assets.
  • Computer literate and knowledgeable, with a capacity to learn computer-based programs necessary for the position, experienced in MO Suite.
  • Knowledge of correctional and community-based resources, and the ability to network effectively within these sectors.
  • A high level of integrity, good judgment, and ability to maintain confidentiality.

  • Valid NS Class 5 Driver’s License, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Ability to provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required.

Responsibilities

  • Provides ongoing monitoring and developmental support for the various client-focused programs of Railton House, including Positive Lifestyles, Community Readiness, Breaking Free Connection Ministry, Chaplaincy and Client After-Care.
  • Gives leadership to the Railton House leadership team.
  • Directly oversees Railton House Residential Program, including coordination of property and building maintenance, improvements, and renovations within budget guidelines and according to Salvation Army and government policy.
  • Accomplishes Residential Program objectives by recruiting, training, and supervising front-line residential support and kitchen staff, including ongoing coaching and annual performance evaluations.
  • Works closely with the Business Manager and TSA HR services to establish and monitor productivity standards for staff under supervision, maintain reference manuals, resolve operational problems, and implement new procedures as appropriate.
  • Works with the Director of Programs to ensure that all programs meet contractual, legal and internal accreditation requirements.
  • Serves as a member of the Railton House Case Management Team, providing back-up support on individual case management, as necessary.
  • Oversees the health and safety of the residential facility and serves as Chair of Railton’s Health and Safety Committee
  • Develops and administers effective Fire Safety regulations and procedures, including a comprehensive disaster plan.
  • Demonstrates support of, and adherence to, the Mission / Values of The Salvation Army and Christian principles.
  • Builds a professional network and develops effective working relationships with mission and service partners.
  • Ensures that all matters related to public relations are handled according to the policies and procedures of The Salvation Army and CJS Railton House.
  • Performs other duties as assigned.
  • Monitors and supports the delivery and ongoing development of Railton House’s client programs.
  • Plans, directs, organizes, and controls the day-to-day operations of Railton House as a residential facility.
  • In consultation with the Director of Programs and COH Leadership Team, develops and implements policy and procedures in support of program delivery and residential operations.
  • Maximizes operating effectiveness and efficiency through the recruitment, training, coaching, motivation, and retention of staff under direct supervision.
  • Controls expenses within scope of responsibility according to budgetary limits and provisions.
  • Encourages an atmosphere of trust and respect among clients and staff while providing program support and oversight.
  • Maintains a working knowledge of current facility policies and procedures as stated in the Correctional & Justice Services Program Manual, as well as The Salvation Army “Communicable Disease Control” and “Emergency Services Disaster” Guidelines, and local “Fire & Safety” regulations.
  • Maintains a safe and healthy House environment for residents and staff by adherence to established procedures, legal requirements, enforcement of “House Rules” and the continual monitoring of Health & Safety practices in keeping with Greenfield House and Salvation Army policy
  • Must adhere to The Salvation Army Computer Access, Code of Conduct, Workplace Violence, Territorial Abuse, Whistleblower, and Respect in the Workplace Policies.
  • Maintains own personal development through attendance and participation in continuous education programs, conferences, in-services, workshops, etc.
