SNAP EBT Planning and Procurement Consultant
About The Position
S2Tech is seeking a senior consultant to support South Dakota’s procurement planning and implementation readiness for Supplemental Nutrition Assistance Program Electronic Benefits Transfer (SNAP EBT) services. The consultant will help develop the EBT services Request for Proposals, establish proposal evaluation methods, prepare federal planning and funding documents, coordinate with USDA’s Food and Nutrition Service (FNS), and lead testing planning and acceptance activities. The assignment requires strong writing skills, practical knowledge of SNAP EBT operations, and experience guiding state agencies through complex procurements and federal review processes. The position is remote within the United States, with travel to South Dakota as required.
Requirements
- Direct experience supporting a state SNAP EBT services procurement or re-procurement.
- Hands-on experience authoring or substantially contributing to IAPDs/IAPDUs and supporting USDA/FNS review.
- Experience developing RFP requirements, evaluation criteria, scoring methodologies, and procurement documentation.
- Working knowledge of SNAP EBT operations, processor services, interfaces, and applicable federal requirements.
- Experience planning or leading EBT system testing, user acceptance testing, or implementation acceptance.
- Strong technical and business writing skills, with the ability to personally produce detailed deliverables.
- Ability to facilitate discussions among state program staff, finance teams, procurement personnel, technology teams, processors, and federal stakeholders.
- Ability to travel to South Dakota as required.

- Experience supporting an EBT processor transition or implementation.
- Experience applying FNS Handbook 901 to planning documents and testing.
- Experience developing cost allocation plans, project budgets, and pricing evaluation models.
- Experience reviewing security, recovery, performance, interface, and fail-safe testing.
- Experience training state evaluation teams and acceptance testers.
Responsibilities
- Review and update the SNAP EBT services RFP, incorporating state business and technical requirements, applicable federal requirements, and relevant industry standards.
- Develop and maintain the project schedule, including procurement, federal review, implementation, and testing milestones.
- Participate in USDA/FNS discussions and incorporate agency recommendations into procurement and planning documents.
- Develop technical and cost evaluation criteria, pricing evaluation methods, scoring tools, evaluator training materials, and award recommendation summaries.
- Train and support state personnel participating in proposal evaluations.
- Develop Implementation Advance Planning Documents (IAPDs) and updates (IAPDUs), including requirements, system design, resource plans, security planning, schedules, cost allocation, and budgets.
- Develop and manage the overall test plan, including test responsibilities, scenarios, scripts, data needs, schedules, acceptance criteria, and contingency plans.
- Coordinate testing with the EBT processor and state staff, review results, identify gaps, and track issues through resolution.
- Lead System Acceptance Testing activities, train state testers, and prepare written testing evaluations for USDA/FNS review.
- Support readiness assessments, Go/No-Go criteria, recovery planning, and implementation risk management.
