About The Position

Boeing Defense, Space & Security (BDS) is seeking an experienced Small Business Subcontracting Manager to lead and manage our small business subcontracting program execution in Arlington, Virginia. In this role within Strategic Sourcing & Partnerships, you will develop and execute strategies that ensure compliance with federal regulations, strengthen supplier relationships, drive achievement of small business goals, and advance supplier development programs (Mentor-Protégé, SBIR/STTR, HBCU/MSI engagement).

Requirements

  • At least one year of experience in a leadership role (team leader, temp manager, large scale cross functional project/program management, or formal manager experience) OR have completed the Boeing internal course “Exploring Leadership”.
  • Bachelor’s degree in business administration, Supply Chain, Public Administration, or related field.
  • 5+ years of progressive experience in small business advocacy, subcontracting, supplier diversity, or procurement; with at least 3+ years in a leadership or supervisory role.
  • 5+ years of experience with Federal Acquisition Regulations (FAR) experience developing and managing Small Business Subcontracting Plans and administering Server-Side Rendering (SSR) and Incremental Static Regeneration (ISR) reporting.
  • Experience using excellent communication and stakeholder engagement skills; able to brief and influence senior leadership and external partners.
  • Must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

Nice To Haves

  • Experience in aerospace, defense, or complex manufacturing supply chains.
  • Experience with Mentor-Protégé programs, Small Business Innovation Research and the Small Business Technology Transfer (SBIR/STTR) engagements, and academic institution partnerships.
  • Advanced degree or professional certification (Certified Professional in Supply Management (CPSM) or supplier diversity credentials).
  • Experience interacting with federal/regulatory stakeholders and participation in compliance reviews.
  • Experience and strong knowledge of small business programs (8(a), (Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB) and related federal regulations Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement (FAR/DFARS); experience working with The Defense Contract Management Agency and Small Business Administration (DCMA/SBA) preferred.
  • Typically 10 or more years’ related work experience or relevant military experience.
  • Advanced degree (e.g. Bachelor, Master, etc.) preferred, but not required.

Responsibilities

  • Lead, mentor, and manage a team of Small Business Liaison Officers (SBLOs) and support staff to execute outreach, matchmaking and advocacy programs.
  • Coordinate pre-solicitation outreach, industry days, supplier briefings, and virtual/in-person events to increase small business visibility.
  • Collaborates with internal stakeholders to meet small business subcontracting goals, ensure compliance and identify subcontracting and prime opportunities for small business engagement.
  • Direct development, implementation, and tracking of Small Business Subcontracting Plans ensuring alignment with Federal Acquisition Regulations (FAR 52.219-8 and FAR 52.219-9) and corporate objectives.
  • Provide supervisorial oversight for ISR (Individual Subcontracting Report) administration—ensure accuracy and timely submission.
  • Lead program forecasting activities, strategic planning, cross-functional coordination, and high-level communication of small business opportunities and achievements.
  • Serve as escalation point for program small business inquiries, coordinate with for Small Business Liaison Officer (SBLOS) and impacted stakeholders for resolution.
  • Administer management oversight of internal and external audit compliance reviews (e.g., The Defense Contract Management Agency and Small Business Administration self-governance), addressing issues proactively and driving corrective actions.
  • Collaboration with external and internal stakeholders The Defense Contract Management Agency and Small Business Administration (DCMA and SBA), Supplier Management, Program Management, Contracts) to review, analysis reconciliation of audit related actions.
  • Define and optimize the Supplier Lifecycle strategy (discovery, onboarding, integration into sourcing ecosystem).
  • Lead development of overall Supplier Showcase Strategy; promote success stories, program awards, and recognitions internally and externally.
  • Lead internal and external engagement activities (Roadshows, Pathfinder events, strategic engagements, councils) to strengthen relationships and identify opportunities.
  • Represent Boeing as a managerial company delegate at supplier outreach conferences and strategic industry events.
  • Provide strategic direction for initiatives such as Mentor-Protégé, Small Business Innovation Research and the Small Business Technology Transfer (SBIR/STTR), and Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MSI) partnerships.
  • Oversee strategic design, development, and deployment of training for Small Business Liaison Officer (SBLOs) Supply Chain/Procurement Analysts, and related personnel.
  • Build and nurture strategic relationships across Government Operations and United States Government (GOVOPS, USG) Partnerships, and internal initiatives to position Boeing as a small business engagement leader.
  • Manage program and customer deliverables Contractor Performance Assessment Reporting System (CPARS) and the Contract Data Requirements List (CDRLs, and Award Fees) for seamless performance integration.
  • Provide oversight of reporting and metrics for small business program performance; use data to inform strategy and continuous improvement.
  • Embed a culture of self-governance in the small business subcontracting program while maintaining robust oversight.
  • Engage with federal, legislative, and regulatory bodies as required to advocate for Boeing’s interests and influence small business policy.
  • Partner with industry affiliate groups Women's Business Enterprise National Council, National Minority Supplier Development Council, and the National Veteran Small Business Coalition (WBENC, NMSDC, NVSBC) to advance small business advocacy to strengthen the Defense Industrial Base.
