About The Position

The Site Safety & Health Officer will be responsible for planning, organization and evaluation of occupational health and safety program. This role oversees the safety program and procedures for one or more areas on the Project. The position involves performing project site trend analysis, ensuring accurate tracking of accidents, injuries, fire, property damage and other safety related incidents. The officer will develop and conduct all safety orientations, trainings and oversee project site toolbox talks. They will ensure all required project permits and certifications are active, documented and tracked for all required construction activities to avoid delays in construction schedule. Additionally, the role provides technical expertise to training, equipment needs and inspection requirements to support construction schedule and promote project cost savings. The Site Safety & Health Officer will also oversee equipment maintenance and procurement for project needs, provide project status and trend analysis, and oversee injury reporting and resolution. This includes reviewing investigation documentation and corrective action plans, reviewing and approving Daily Hazard Analysis (DHA) and participating in Jobsite Hazard Analysis (JHA) discussions. The officer will create, review or approve the worksite safety and evacuation plan and support emergency response and vehicle access planning. The role requires maintaining knowledge of company values and strategic plan and supporting published corporate policies.

Requirements

  • Bachelor’s Degree in Health & Safety or related field from an accredited institution
  • valid CSP designation
  • a minimum 10 years construction safety experience in heavy construction (marine works, tunnel, or roadway).
  • 10+ years’ experience in construction or safety and experience managing construction or safety teams required.
  • Must be a US Citizen.
  • Must have a valid driver’s license.
  • OSHA 30 Hour Construction Safety Trained
  • knowledge and understanding of OSHA Construction Standards, DOT Safety Standards and other state and federal agency guidelines.
  • 24 hours of formal safety training in the last five (5) years.
  • First aid/CPR/AED Certified.
  • Ability to recognize hazardous situations and make independent judgments concerning the general safety of workers and to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Ability to interact professionally with employees and clients of various levels.
  • Expert knowledge of construction site equipment, methods and processes.

Nice To Haves

  • Bilingual Speaker (English/Spanish) preferred.
  • Knowledge of military operations and EM 385-1-1 highly desired.

Responsibilities

  • Oversees safety program and procedures for one or more areas on the Project.
  • Performs project site trend analysis and ensures accurate tracking of accidents, injuries, fire, property damage and other safety related incidents are recorded.
  • Develops and conducts all safety orientations, trainings and oversees project site toolbox talks for all project staff within designated timeframe.
  • Ensures all required project permits and certifications are active, documented and tracked for all required construction activities to avoid delays in construction schedule.
  • Provides technical expertise to training, equipment needs and inspection requirements to support construction schedule and promote project cost savings.
  • Perform additional assignments per management’s direction.
  • Oversees equipment maintenance and procurement for project needs to ensure onsite crews have all necessary safety items before construction activity begins.
  • Provides project status and trend analysis to manager and project team, as needed.
  • Oversees injury reporting and resolution for entire project site. Reviews investigation documentation and corrective action plans to ensure appropriate mitigation strategies are implemented on the job site.
  • Reviews and approves Daily Hazard Analysis (DHA) from direct reports and personal daily documentation to ensure accurate and timely tracking of safety procedures. Participates in Jobsite Hazard Analysis (JHA) discussions and documentation for the entire project plan.
  • Creates, reviews or approves the worksite safety and evacuation plan for the project site. Supports emergency response and vehicle access planning with Project Manager.
  • Maintains knowledge of FlatironDragados's company values and strategic plan.
  • Support published corporate policies
  • Administer compliance with the safety program and lead accident prevention efforts to ensure company and project safety goals are met
  • Developed skills identifying and mentoring direct report safety professionals. Assigning tasks and training to build a strong and well balanced internal team.
  • Able to provide training and learning opportunities for construction teams based on expert safety knowledge and standard safety principles.
  • Proven skill to identify onsite project safety risks and develop innovative and compliant mitigation strategies within safety program and agency requirement standards.
