About The Position

The Site Manager is responsible for the day-to-day operational management of the facility, ensuring safe, consistent, and effective 24/7 operations. Working closely with the Client Services Manager and Program Director, this role oversees frontline staff, coordinates shift coverage, and ensures that site functions—including safety, security, and facility conditions—are carried out in accordance with program policies and standards. The Site Manager serves as the primary on-site operational leader, maintaining a safe and well-functioning environment through proactive monitoring, enforcement of program rules, and timely response to incidents and maintenance needs, while coordinating staff activities, managing daily operations, and communicating site needs to program leadership.

Requirements

  • HS Diploma or GED required
  • Minimum of one year of experience in public contact / Customer Service
  • Minimum of two years of administrative experience

Responsibilities

  • Provide direct management, coordination, and oversight of day-to-day site operations to ensure a safe, functional, and well-maintained environment for clients, staff, and visitors.
  • Supervise and direct frontline staff, including Shelter Monitors and other assigned personnel, ensuring adequate shift coverage, clear expectations, and consistent performance across all shifts.
  • Develop and maintain daily staff schedules and respond to call-outs or coverage gaps to ensure uninterrupted 24/7 operations.
  • Provide orientation, training, and ongoing supervision to staff, volunteers, and interns to ensure adherence to program policies, procedures, and service expectations.
  • Monitor staff performance and provide coaching, feedback, and corrective action in coordination with program leadership to maintain a high standard of service delivery.
  • Oversee site safety and security operations, including coordination with contracted security personnel, enforcement of program rules, and proactive identification and mitigation of risks.
  • Respond to emergency and crisis situations, making independent decisions within policy guidelines, and ensuring appropriate communication with emergency services and supervisory staff.
  • Monitor site-level expenditures on a monthly basis to ensure alignment with the approved program budget and identify any variances or concerns.
  • Participate in budget development and planning in coordination with the Program Director, providing input on operational needs, staffing, and resource allocation.
  • Lead incident management processes, including documenting incidents, reviewing reports for accuracy and completeness, identifying patterns or risks, and escalating concerns to program leadership as appropriate.
  • Enforce program policies and procedures, including Code of Conduct, habitability standards, and safety protocols, ensuring consistent application across staff and clients.
  • Conduct routine site walkthroughs and inspections to identify hazards, maintenance needs, policy violations, and other concerns, and take appropriate corrective or reporting action.
  • Manage the condition and readiness of client rooms, including oversight of room inspections, unit turnovers, and coordination of maintenance and repair requests.
  • Coordinate with facilities staff, contractors, and vendors (e.g., maintenance, janitorial, pest control, security) to ensure timely completion of work orders and overall site functionality.
  • Maintain and track facility inventory, including food, hygiene supplies, and operational materials, and proactively anticipate and address supply needs.
  • Ensure cleanliness and organization of all site areas, including common spaces and client rooms, in alignment with health and safety standards.
  • Coordinate with case management staff to address client-related concerns, including behavior, room conditions, and engagement, to support overall program success.
  • Support client stability by providing crisis intervention and de-escalation as needed, and by reinforcing a safe and respectful environment.
  • Maintain accurate and timely documentation, including incident reports, maintenance logs, inventory tracking, and operational reports.
  • Generate reports and provide regular updates to program leadership regarding site operations, incidents, staffing, and facility needs.
  • Participate in staff meetings and communicate effectively with program leadership and cross-functional teams to ensure alignment of operations and services.
  • Prepare general correspondence and perform administrative functions as requested.
  • Ensure compliance with Salvation Army policies, procedures, and safety requirements, including those outlined in the Policy & Procedure Manual and Employee Handbook.
