About The Position

Linchpin Solutions is seeking a dynamic and experienced Site Lead to provide overall leadership and direction for the site, serving as the Program Manager (PM). This role is responsible for total program execution, ensuring all Performance Work Statement (PWS) requirements are met across cost, schedule, and performance objectives. The Lead will oversee personnel, training delivery, quality assurance, and information security compliance. They will act as the primary interface with the Contracting Officer (KO) and Contracting Officer’s Representative (COR), managing all data deliverables, version control, and reporting. The position requires eligibility for a DoD Secret Clearance and involves full-time, on-site work in Quantico, VA, with limited travel (<10%).

Requirements

  • Master’s degree preferred (Business, Education, Management, or related field)
  • PMI Project Management Professional (PMP) Certification preferred
  • 10 + years of progressive experience in military training, operations, or curriculum development
  • Prior leadership experience at a formal learning center or training detachment
  • Demonstrated experience managing projects or programs of similar scope and complexity
  • Proven ability to plan, initiate, and manage IT projects while serving as the primary liaison between business and technical aspects
  • Experience conducting quality control and managing Performance Requirements Summaries (PRS), specifically tracking metrics to ensure Acceptable Quality Levels (AQLs) are maintained above 85% to 95% thresholds
  • Expertise in managing and compiling Contract Data Requirements Lists (CDRLs), specifically detailed Monthly Status Reports
  • Familiarity with IT service management and defect tracking software, particularly Jira and Confluence
  • Ability to evaluate performance results and recommend major changes affecting short-term project growth, efficiency, and modernization
  • Proficiency with Microsoft Office Suite
  • Strong written and verbal communication skills
  • Ability to lead cross-functional technical and instructional teams
  • Excellent critical-thinking, organizational, and decision-making skills
  • Skilled at briefing senior military and DoD leadership
  • Adept at coordinating complex schedules, deliverables, and performance metrics
  • Proficiency in implementing ISO 9001 Quality Management Systems (QMS) and ISO 27001 Information Security Management Systems (ISMS)
  • Familiarity with Quality Control Plans (QCP) and Quality Assurance Surveillance Plans (QASP)
  • CUI Handling

Responsibilities

  • Provide overall leadership and direction for the site as the Program Manager (PM).
  • Ensure total program execution, meeting all Performance Work Statement (PWS) requirements across cost, schedule, and performance objectives.
  • Oversee personnel, training delivery, quality assurance, and information security compliance.
  • Serve as the primary interface with the Contracting Officer (KO) and Contracting Officer’s Representative (COR).
  • Manage all data deliverables, version control, and reporting.
  • Meet periodically with the Contracting Officer's Representative (COR) and other Government personnel to review monthly performance assessment data, discuss issues and concerns, and project the outlook for upcoming months.
  • Manage the development and execution of corrective action plans if performance falls below acceptable levels.
  • Oversee the compilation and timely submission of all required CDRLs.
  • Resolve performance issues at the order level, educate contractor staff on effective communication with the customer, and ensure all engagements remain within scope (if utilizing the 8(a) STARS III vehicle).
  • Place heavy emphasis on providing the Government with "analysis, options and recommendations" for modernization and expansion tasks to ensure services evolve and continuously improve in efficiency and effectiveness.
  • Present actionable recommendations for improved operational efficiency and effectiveness during periodic reviews with the COR.
