About The Position

The Oregon Department of Transportation (ODOT) Commerce and Compliance Division (CCD) Rail Safety & Regulatory Program Branch is seeking a passionate Signal & Train Control Inspector to join their team in Salem. This role involves conducting investigations and ensuring enforcement of federal and state regulations across 24 railroads and over 900 highway-rail grade crossings. The position requires a blend of field inspections, technical analysis, and interagency collaboration to improve rail safety and mobility throughout Oregon. Responsibilities include evaluating crossing designs, signal systems, and traffic operations, as well as managing projects and acting as a subject matter expert in policy development and legal proceedings. Ideal candidates will possess strong analytical skills, knowledge of federal rail regulations, and a commitment to public safety.

Requirements

Four years of recent (within the last five years) experience in highway-rail grade crossing construction or maintenance; OR Two years of recent (within the last five years) experience in railroad signal highway-rail grade crossing construction or maintenance and a bachelor's degree in engineering; OR Successful completion of the Federal Railroad Administration apprentice training program. Proof of the completion of the apprentice program must accompany the application.
Valid U.S. driver license and an acceptable driving record.
Strong verbal and written communication skills.
Demonstrated ability to work independently with little supervision.
Comprehensive knowledge and understanding of Title 49 CFR regulations pertaining to signal and train control.
Demonstrated ability to use investigative techniques and fact-finding principles and practices.

Responsibilities

Observe operation of locomotives and rolling equipment to ensure compliance with program regulations.
Audit railroad company records to ensure compliance.
Observe railroad employees completing operational duties.
Investigate and review information regarding accidents and unacceptable operating practices.
Organize and participate in joint investigations and interdisciplinary taskforce operations.
Reply to and resolve complaints.
Administer Oregon’s enforcement program for multiple railroads.
Serve as subject matter expert and technical expert witness as needed.
Participate in and facilitate sessions at conferences and seminars.
