About The Position

Performs specialized technical work of an investigative, financial, legal, and regulatory nature, enforcing SHIP and County standards. Performs a wide range of duties related to applicant/participant eligibility. This is a technical position, working independently under the general supervision of the SHIP Administrator.

Requirements

  • High School diploma or GED supplemented by (3) three years of related working experience in banking/lending and/or building industry or an equivalent combination of formal education and related working experience.
  • Must be familiar with affordable housing programs and permitting processes and requirements.
  • Valid Florida Driver’s license.
  • Knowledge of Housing Assistance Grant programs, the Mortgage Loan Application and Qualification Process, the Real Estate Transaction Process, Construction Permitting, etc.
  • Knowledge of fair housing laws and reasonable accommodation requirements.
  • Knowledge of code enforcement and federal and state housing standards.
  • Ability to demonstrate proficiency in understanding and implementing state and federal grant regulations.
  • Ability to add, subtract, multiply, and divide, using whole numbers, common fractions, and decimals.
  • Ability to solve practical problems.
  • Ability to use a computer terminal and other office machines.
  • Ability to access, operate, and maintain various software applications.
  • Ability to proficiently use Microsoft Word, Excel, and PowerPoint.
  • Ability to understand and follow written and oral instructions and directions.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with staff and the general public.
  • Ability to conduct public presentations and workshops.
  • Ability to deal with complainants and violators firmly but tactfully.
  • Ability to analyze financial documents and tax returns for program eligibility.
  • Ability to handle sensitive client data with confidentiality and maintain accurate records .
  • Ability to multi-task and prioritize deadlines effectively , ensuring program goals are met.

Responsibilities

  • Maintains an assigned caseload of up to several hundred clients, including accurate and complete files, resolution of special cases, and working with various funding sources.
  • Oversees work and provides quality control for the SHIP Housing Specialist II
  • Performs a variety of complex clerical and administrative tasks including operating general office equipment such as computers & associated peripherals, copy machines, scanners, and voice recording equipment.
  • Processing office-related invoices, work orders, and purchase orders.
  • Determines and documents applicant and/or participant eligibility.
  • Develops contractual relationships with property owners and homebuyers.
  • Assists in the permitting, qualification, and procurement of general contracting services for property rehabilitation.
  • Prepares documents for County-run Loan Review Committee and prepares client closing documents for said loan.
  • Acts as a liaison between property owners, contractors, community partners, and government agencies.
  • Assists in drafting program materials, public notices, and informational guides related to SHIP services.
  • Provides education to applicants on housing programs, mortgage assistance, and available financial support options.
  • Participates in public meetings and community outreach events to promote affordable housing initiatives.
  • Coordinates with contractors to monitor progress on housing rehabilitation projects.
  • Conducts site visits, when necessary, to ensure compliance with contract terms and program guidelines.
  • Assists in resolving project-related disputes between contractors and clients.
