About The Position

The Shelter Manager provides operational oversight of Daybreak's Shelter program through supervision of Care Specialists (CS), direct service coverage of the shelter units, and oversees the daily operations of the shelter. Working collaboratively with the Shelter Director, Care Coordinators, Clinical Team, and Housing department, the manager ensures consistent, youth-centered services that promote stability and positive outcomes for youth and young adults. The Shelter Manager shares 24-hour on-call responsibilities with shelter leadership. This position is second shift = Monday-Friday (3:00pm -11:30pm)

Requirements

  • Minimum of a Bachelor's degree in social work required.
  • A minimum of five (5) years of working experience in youth services, housing services, behavioral health services, case management, program coordination, or a related human services field required
  • A minimum of two (2) years of supervisory experience managing others required
  • LSW required

Nice To Haves

  • Experience working with youth and young adults experiencing homelessness or housing instability preferred.
  • LISW preferred

Responsibilities

  • Supervise Care Specialist staff, providing consultation on client care, hotline calls, policies.
  • Provide coaching, guidance, support, and performance management.
  • Conduct regular supervision and evaluations; support onboarding, orientation, and training.
  • Review and approve schedules, timecards, leave requests, and personnel documentation.
  • Create and maintain staff schedules to ensure full shift coverage.
  • Ensure staff maintain required certifications, training, and professional development requirements.
  • Participate in corrective action and performance improvement processes in collaboration with Human Resources and the Shelter Director.
  • Provide backup support to residential staff as needed (hotline, case management, transportation, documentation, etc.).
  • Provide oversight, implementation, and monitoring of 24-hour shelter operations and staff coverage.
  • Serve as on-call support, offering emergency consultation and intervention as needed.
  • Lead weekly team meetings to review client progress and operational needs.
  • Develop and maintain supervision systems with the Shelter Director to ensure consistent communication, documentation, and adherence to policies and procedures.
  • Ensure a safe, therapeutic environment using the therapeutic milieu model and agency SOPs.
  • Monitor medication storage and compliance with health and safety requirements.
  • Collaborate with external partners (e.g., Children Services, schools, juvenile court, housing programs) to support youth outcomes.
  • Maintain communication with community stakeholders, including county housing representatives.
  • Conduct front door assessments (FDAs) for youth seeking shelter or housing.
  • Support CS staff in responding to YYA concerns, crises, conflicts, and behavioral issues.
  • Promote the use of trauma-informed care, de-escalation strategies, motivational interviewing, and positive youth development approaches.
  • Provide crisis intervention and CPST services (individual and group) as needed.
  • Partner with Care Coordinators to ensure YYAs receive consistent support and follow-up related to housing stability, treatment plan goals, and program engagement.
  • Reinforce accountability through coaching, education, relationship-building, and natural consequences rather than punitive approaches.
  • Collaborate with clinical and program staff to coordinate client care.
  • Participate in case reviews and maintain appropriate behavioral interventions.
  • Ensure timely and accurate documentation in compliance with mental health and billing standards.
  • Maintain accurate client records in compliance with agency, funder, and accreditation standards (CARF).
  • Monitor CS documentation for quality, accuracy, timeliness, and compliance.
  • Collect, track, and analyze data related to KPIs, strategic goals, and outcomes.
  • Manage HMIS and CareLogic data entry, reporting, and system accuracy.
  • Prepare and submit quarterly reports and assist with grant reporting and proposals.
  • Support audits, PQI requests, and documentation requirements.
