About The Position

This position works within the Sewer Maintenance Group (SMG) in the Gravity Sewers Branch (GSB) of the Wastewater Collection Division (WCD) as an experienced, motivated supervisor with a strong work ethic, organizational skills, and has the ability to lead a team effectively. The SMS leads field crews responsible for preventive maintenance activities and responding to sanitary sewer overflows, backups, and other emergency trouble calls. This position will train staff on the standard operating procedures, mentor crews on complex or unusual jobs, and lead special projects. When sewer emergencies occur, the SMS will deploy crews to restore flow, coordinate cleanup, and implement measures to protect public health and the environment. This position manages multiple high-priority projects simultaneously and ensures all work is completed safely, efficiently, and to a high standard.

Requirements

  • Any combination of education, training, and experience equivalent to the following: high school diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.
  • Valid driver's license.
  • Commercial driver's license (CDL) Class "B".
  • Tanker Endorsement within 3 months of hire.
  • VDOT Work Zone Safety Traffic Control Intermediate certification within 12 months of hire.
  • OSHA Permit Space Operations within 3 months of hire.
  • OSHA10 certification within 12 months of hire.
  • CPR/First Aid certification within 12 months of hire.
  • AED certification within 12 months of hire.
  • The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, driving record check, and commercial driver's license screening to the satisfaction of the employer.

Nice To Haves

  • A minimum of 2 years of proven experience in the following:
  • Experience in construction, sanitary sewer/water hydraulics or maintenance related activities.
  • Experience operating sewer/construction-related equipment such as: Sewer Combination Truck, Excavator, Backhoe, Dump truck, Skid steer and general hand tools.
  • Supervising field staff or being a Team Lead responsible for managing, directing, and scheduling preventative and/or corrective maintenance repair work.
  • Managing all maintenance-related repairs, which include inspections of sanitary sewer systems, plant operating areas, or facilities and applying safety rules and regulations.
  • Intermediate experience in maintenance related programs, Microsoft Word, Excel, web searches, GIS applications, and CMMS.
  • Possession of a Confined Space Entry certification.

Responsibilities

  • Operation and Maintenance Oversight – equipment operation support; maintaining equipment and vehicle maintenance facilitation; sanitary sewer collection system maintenance oversight.
  • Technical Support – GIS utilization and sewer map creation; workload planning, delegation and resource management; CMMS work order management and administration; field audits and safety inspections; Safety and Technical/SOP trainings.
  • Customer Service – coordinating and facilitating with resident/community, contractors and other key stakeholders.
  • Workforce Supervision and Employee Relations – supervising field staff to ensure policy and code of conduct compliance; educating staff on county sewer codes, ordinances, environmental compliance, OSHA, and agency FOIA standards; manage and facilitate in hiring processes; employee mentoring, coaching, corrective action, and career development; administer disciplinary action and recommendations; conduct performance reviews and evaluations; ensure staff complies with all safety standards and regulations.
  • Inventory Management and Procurement – inventory tracking for operations; preservation and maintenance of tools and equipment; utilize agency procurement methods to purchase goods and services; ensure proper housekeeping of vehicles, facilities, and storage areas.
