About The Position

The Maryland Transit Administration (MTA) is seeking a Senior Workers' Compensation Claims Coordinator in the Safety & Risk Management Department. This role is critical in supporting MDOT MTA’s safety, risk management, and claim coordination/administration functions. The position ensures accurate claim handling, regulatory compliance, and effective coordination with the Third-Party Administrator (TPA). The Senior Workers' Compensation Claims Coordinator independently manages a complex caseload, conducts thorough investigations, analyzes claim data, prepares case materials, and provides sworn testimony. This role requires a comprehensive understanding of Maryland Workers’ Compensation Law, employment and labor regulations, collective bargaining agreements, industry practices, analytical review of contract and insurance language, and applicable internal agency policies.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of experience in administrative staff or professional work.
  • Progressively responsible experience handling or adjudicating Maryland Workers’ Compensation claims.
  • Demonstrated expertise in Maryland Workers’ Compensation law, regulations, and relevant tort principles.

Nice To Haves

  • Experience interpreting and applying complex policies, regulatory requirements, insurance language, and collective bargaining agreements (CBAs).
  • Experience reviewing, assessing, and analyzing video, physical evidence, or technical documentation related to claims.
  • Experience preparing case materials and providing sworn testimony in administrative or legal proceedings.
  • Demonstrated ability to assess stakeholder needs, resolve issues effectively, and deliver high-quality customer service.
  • Proficiency with claims management systems, databases, and related software platforms.

Responsibilities

  • Independently manage a full caseload of workers’ compensation claims—including assignments involving heightened complexity—from initial report through final resolution, ensuring full compliance with agency standards, departmental protocols, and applicable regulatory requirements.
  • Conduct comprehensive forensic review of incident video, documentation, and physical evidence.
  • Investigate claim details, gather facts, validate mechanisms of injury, and identify inconsistencies or potential red flags.
  • Provide guidance to supervisors and employees on attendance directives, leave management, and safe, timely return-to-work expectations.
  • Document claim files with required investigative notes, reports, and supporting data in accordance with Maryland Workers’ Compensation Law and agency standards.
  • Advise supervisor on complex, high-risk, or sensitive claims requiring elevated attention.
  • Prepare case files and materials for internal and external legal proceedings, coordinating with TPA partners on strategy and defense recommendations.
  • Review and analyze claim data to identify trends, discrepancies, emerging risks, and opportunities for process improvement.
  • Collaborate with the TPA, internal stakeholders, and external partners to ensure timely and accurate information exchange.
  • Provide sworn testimony at hearings, depositions, and other legal or administrative proceedings.
  • Interpret and apply collective bargaining agreements (CBAs), policies, procedures, directives, and memoranda of understanding (MOUs) related to labor, employment, and workers’ compensation.
  • Maintain accurate, compliant records in accordance with applicable laws, regulations, directives, and agency procedures.
  • Deliver timely, professional customer service and clear communication to employees, supervisors, and stakeholders.
  • Develop, update, and present training materials, guidance documents, and educational content.
  • Deliver training sessions on workers’ compensation processes, documentation expectations, compliance obligations, and workplace responsibilities.
  • Maintain the highest level of confidentiality, security, and ethical standards in handling claims, medical information, and employment records.
  • Perform other duties as assigned.
