About The Position

The Commercial Real Estate Credit Risk team oversees credit risk strategy, valuation governance, and portfolio risk management for BNY’s nationwide commercial real estate (CRE) portfolio, spanning multifamily, affordable housing, office, retail, industrial, mixed-use, and other specialized asset classes. The team plays a critical role in supporting prudent credit decisioning, regulatory compliance, and effective portfolio monitoring oversight across a diverse and complex lending platform. Reporting to the head of Environmental & Construction Risk, the Senior Vice President, Commercial Real Estate Review Appraiser serves as the senior appraisal review subject matter expert for the Appraisal and Environmental Department (AED). This role is responsible for overseeing the appraisal review pipeline, reviewing complex third-party appraisals and valuations across the CRE portfolio, and helping ensure alignment with BNY’s risk appetite, internal policy standards, and applicable regulatory requirements. In addition to leading technical appraisal review activities, this individual will contribute to broader risk management and operational leadership priorities, including vendor panel oversight, invoice review and approval, market research & intelligence, internal education initiatives, appraisal policy ownership, quarterly control reporting, process improvement efforts, and support for strategic initiatives that strengthen portfolio management and monitoring practices. The role also serves as a key escalation point and partner to leadership, helping address workflow challenges, resolve issues, and drive continuous improvement across the appraisal function.

Requirements

  • 10–15+ years of relevant experience in CRE appraisal and appraisal review, including significant experience reviewing complex commercial property valuations across multiple asset classes and markets.
  • Prior experience within a bank, regulated lending institution, or similarly controlled financial environment is strongly preferred.
  • Bachelor’s degree from an accredited college or university required; concentrations in Real Estate, Business, Finance, Accounting, or Economics preferred.
  • New York State General Appraiser Certification License required or strongly preferred based on role location; Pennsylvania State General Appraiser Certification License a plus.
  • Deep expertise in commercial appraisal methodology, valuation analysis, and review practices, including discounted cash flow, capitalization, sales comparison, highest and best use analysis, and market-based support for assumptions and conclusions.
  • Strong knowledge of applicable regulatory and professional standards, including USPAP, FIRREA, interagency appraisal and evaluation guidelines, and appraisal-related policies and controls relevant to financial institutions.
  • Demonstrated ability to oversee appraisal workflows and operate effectively in a high-volume, deadline-driven environment while maintaining strong quality standards, sound judgment, and attention to detail.
  • Experience managing or supporting appraisal vendor relationships, panel oversight, engagement quality, and related operational processes such as order flow, service issue resolution, and invoice review/approval.
  • Proven ability to assess and recommend enhancements to appraisal policies, procedures, governance practices, and control frameworks, with a mindset toward continuous improvement and operational scalability.
  • Strong market knowledge across core commercial real estate asset classes, with experience in affordable housing/LIHTC properties strongly preferred.
  • Exposure to Environmental Site Assessment reports, including Phase I ESA, Phase II ESA, and brownfield redevelopments is a plus.
  • Experience reviewing appraisals for infrastructure and project finance-related assets, including renewable energy projects such as wind and solar, is a plus.
  • Excellent written and verbal communication skills, with the ability to present technical valuation conclusions, policy matters, and market insights clearly and effectively to risk, business, and management stakeholders.
  • Demonstrated leadership presence, sound judgment, and collaborative problem-solving skills, with the ability to serve as a trusted partner on complex issues, mentor or guide less experienced professionals, and support senior leadership on escalations and strategic initiatives.
  • Strong proficiency with valuation and market tools such as Argus, Rockport VAL, and CoStar, as well as Microsoft Excel, Word, and PowerPoint, and appraisal ordering/workflow management systems.

Responsibilities

  • Oversee and manage the CRE appraisal review pipeline, ensuring timely execution, appropriate prioritization, and effective coordination across active transactions and portfolio monitoring activities.
  • Review and analyze complex third-party appraisal reports across BNY’s nationwide CRE portfolio, including multifamily, affordable housing, office, retail, industrial, mixed-use, and other property types, to assess reasonableness of assumptions, methodologies, conclusions, and market support.
  • Ensure appraisal reviews are completed in accordance with Uniform Standards of Professional Appraisal Practice (USPAP), Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) requirements, interagency appraisal and evaluation guidelines, and BNY internal appraisal and credit risk policies.
  • Serve as a senior subject matter expert and escalation point for complex valuation matters, review challenges, exception handling, and conflict resolution, partnering closely with the AED and broader credit risk stakeholders.
  • Provide oversight of the approved appraiser panel and vendor relationships, including identifying, onboarding, and evaluating new vendors, supporting service quality management, and helping ensure appropriate coverage across markets and asset types.
  • Review and approve appraisal-related invoices and support effective operational administration of the appraisal ordering and review process.
  • Conduct market research and valuation trend analysis to support appraisal review conclusions, portfolio insight generation, and broader CRE risk monitoring.
  • Lead and own updates to appraisal-related policies, procedures, standards, and control frameworks, including recommending enhancements based on regulatory developments, industry practices, and observed process needs.
  • Contribute and manage quarterly alternative control framework reporting and other governance, audit, or control-related deliverables tied to the appraisal review function.
  • Partner with internal stakeholders, including credit risk, environmental risk, and business teams, to identify and implement process improvements, standard operating procedure enhancements, and strategic initiatives, including opportunities involving automation or AI-enabled solutions.
  • Coordinate and contribute to internal educational sessions, presentations, and knowledge-sharing efforts to strengthen appraisal-related expertise and promote consistency in valuation governance.
  • Support broader efforts to enhance CRE portfolio management and monitoring by improving the quality, efficiency, scalability, and transparency of appraisal review and related risk processes.
